The Federal Communications Commission is committing nearly $183 million in new funding rounds through the Emergency Connectivity Program (ECP), which provides digital services for students in communities across the country.
Pioneer Connect Receives Reconnect3 Grant to Provide Rural High-Speed Internet to Over 1,500 Underserved Homes
After a highly competitive process, Pioneer Connect of Philomath (OR) has been awarded $24,952,007 from the US Department of Agriculture (USDA) in the 3rd round of funding for the ReConnect program. This ReConnect 3 grant will bring Fiber-to-the-Home (FTTH) to 1,528 locations in Benton, Lincoln, and Polk counties. The cooperative will install 296 miles of fiber to provide increased speeds and enhanced reliability, eliminating many challenges faced by members of these communities. This grant will be combined with an $8,317,336 loan bringing the total project to $33,269,343.
Groups Urge FCC to Make Internet Billing Transparent and Fair with Broadband Label
More than 30 consumer advocates, broadband-data experts, and digital-rights groups sent a letter calling on the Federal Communications Commission to help consumers avoid “junk fees” by creating a broadband consumer label that is clear and visible on monthly internet bills. The label, which Congress directed the FCC to create as part of the 2021 infrastructure law, has been pending before the FCC since January.
Speeding Up Fiber Construction
There are a lot of factors that contribute to the speed of constructing infrastructure. The White House announced an initiative to address some of these issues to speed up the construction of the $550 billion in infrastructure that was funded with the Infrastructure Investment and Jobs Act, along with earlier money from the American Rescue Plan Act.

Senator Chris Murphy (D-CT) sent a letter to the Committee on Foreign Investment in the United States (CFIUS) requesting an immediate investigation into the potential national security concerns arising from the recent takeover of Twitter by Elon Musk and a number of foreign private investors, including members of the Saudi Arabian royal family and the kingdom of Qatar. Senator Murphy called attention to Saudi Arabia’s repression of free speech and political dissent inside and outside of the Kingdom’s borders, including the brutal murder of Washington Post journalist Jamal Khashoggi.

CBO Scores Ending Platform Monopolies Act
The Ending Platform Monopolies Act (H.R. 3825) would restrict some business activities for large online platforms. Specifically, the bill would prohibit large online platforms from using their platforms to sell goods and services from other lines of business that the platform owns and operates; requires business users to purchase products or services from the platform to obtain access to or preferred placement on the platform, or operating lines of business that create of interest. Estimating participation in the Affordable Connectivity Program
How can policymakers best estimate Affordable Connectivity Program (ACP) eligibility and participation rates? The key finding here is that using 200% of the Federal Poverty Level as the only eligibility criteria significantly undercounts eligible households and therefore inflates participation rates. Further, the undercount varies significantly across states (which we hypothesize is linked to whether states expanded Medicaid eligibility after 2010).
