All 50 states, the District of Columbia, and Puerto Rico have drafted their digital equity plans and sought public input on how to improve their strategies to ensure that every community has the capacity needed for full participation in our increasingly connectivity-dependent society, democracy, and economy. As part of their plans, the National Telecommunications and Information Administration (NTIA) has asked states to provide a clear, specific picture of their visions for digital equity.

At the request of the Federal Communications Commission's Office of Inspector General, Kearney & Company audited the Affordable Connectivity Program (ACP) between November 2022 and August 2023. The objective was to determine if the FC implemented the ACP in accordance with the requirements of the Infrastructure Investment and Jobs Act. Overall, Kearney observed the following:

The Government Accountability Office (GAO) is exploring internal use of artificial intelligence (AI) to make its work for Congress and taxpayers more efficient, in-depth, and effective. By developing these tools, GAO is also gaining insight into the benefits and risks of AI, which will help GAO evaluate other agencies' use and better provide technical assistance to Congress. While the future of the Affordable Connectivity Program (ACP) remains uncertain, it is worth reviewing how the program fared in rural America. Home broadband adoption rates in rural areas have historically been 5-10 percentage points lower than those in urban locations.

On Dec 15, 2023, Republican leadership from the Senate and House Commerce Committees wrote to Federal Communications Commission Chairwoman Jessica Rosenworcel with questions and concerns abbout the FCC's Affordable Connectivity Program (ACP).

One of President Biden’s top economic objectives is “lowering prices” for high-speed internet. Central to the Biden Administration’s plan to accomplish this goal is the Affordable Connectivity Program (ACP). ACP is based on a temporary program initiated during the COVID-19 pandemic to provide a subsidy for eligible low-income households. The subsidy is paid directly to participating broadband service providers. Contrary to the President’s intentions,  ACP enrollment is associated with higher monthly charges for fixed broadband internet.

The Federal Communications Commission released its third report on the implementation of the Secure and Trusted Communications Networks Reimbursement Program and the work done by recipients to permanently remove, replace, and dispose of covered communications equipment or services. The Bureau submitted the Third Report to Congress to explain the additional steps the FCC has taken to implement the Reimbursement Program and to provide an update on recipient progress toward removal, replacement, and disposal of covered communications equipment and services in the intervening months.

Earlier this month, we released an updated version of the Affordable Connectivity Program Enrollment Performance Tool, with data current through October 2023, the most recent dataset the Universal Service Administrative Company (USAC) has posted on ACP enrollment. The downloadable USAC dataset shows that 21.6 million households had enrolled in the program through October 2023.
