Rural Digital Opportunity Fund

Nextlink Internet, which was one of the top 10 winners in the Rural Digital Opportunity Fund (RDOF) rural broadband funding auction, has purchased most of the assets of Bluestem Network, a fiber broadband provider based in Lancaster and Seward Counties in Nebraska. Nextlink said it plans on using Bluestem’s assets as “a base to continue growing our fiber internet presence across southeast Nebraska.” Nextlink is already deploying fiber in nearby Gage County.

An earlier model estimated how far the Broadband Equity, Access, and Deployment (BEAD) funding might go, using estimates of the unserved and underserved from the old Form 477 data. The prediction was that with an optimal allocation between states, there would be almost enough money to reach all the unserved and underserved. Well, we’re getting closer to real and final data, and an update is in: $41.4 billion at an average national cost of $6,214 per location should reach 6.7 million locations.

Charter President and CEO Chris Winfrey hopes to complete the company's Rural Digital Opportunity Fund (RDOF)-funded rural broadband deployment ahead of time. Charter made broadband available to 200,000 new rural locations in 2022, according to Winfrey. The Charter rural take rate for “passings open at least six months” is “ahead of expectations at about 40%,” he said. Charter was one of the largest winners in the RDOF rural broadband program.

In response to Sen. John Thune's (R-SD) oversight letter on issues concerning federal broadband programs, NTCA–The Rural Broadband Association writes:

The Federal Communications Commission's Wireline Competition Bureau (WCB) announced the conclusion of the Connect America Fund Phase II auction long-form application review. There were 195 authorized applicant state combinations, totaling $1.48 billion authorized in 10-year support, covering 708,494 locations in 45 states. Authorized bids included a range of performance tiers, with more than one-half of the winning bids at 100/20 Mbps or higher.

The Federal Communications Commission's Wireline Competition Bureau (WCB), in conjunction with the Office of Economics and Analytics (OEA), authorized Rural Digital Opportunity Fund (Auction 904) support for 1,764 winning bids identified. Almost all the winning bids were made by Resound Networks. Resound Networks won bids for the following states: Arizona, Arkansas, Colorado, Kansas, New Mexico, Oklahoma, Texas. Hughes Networks won two bids for the state of Rhode Island.

The year 2023 could prove to be a volatile year for the Federal Communications Commission as it wrestles with a number of lawsuits concerning its Universal Service Fund (USF) program.

Frontier has received $440 million in government grants for broadband deployments, said the company’s Chief Financial Officer and Executive Vice President Scott Beasley. Most of that money came from the Rural Digital Opportunity Fund (RDOF). Frontier was one of the top 10 winning bidders in the RDOF auction, which awarded funding to the company that committed to deploying service to an area for the lowest level of support.

Federal Communications Commission Chairwoman Jessica Rosenworcel appointed seven members to the Board of Directors of the Universal Service Administrative Company (USAC). The three-year term for these positions begins on January 1, 2023.

GeoLinks took home $84.6 million of the $234.9 million it won in the Federal Communications Commission’s Rural Digital Opportunity Fund (RDOF) auction for broadband projects in Arizona and Nevada. While its top priority is ramping up those fiber and fixed wireless builds, company President Ryan Adams said it's also keeping its eyes peeled for expansion opportunities from the Southwest to the East Coast which could help it scale over the next decade.
