Rural Digital Opportunity Fund

The Federal Communications Commission authorizes Rural Digital Opportunity Fund (Auction 904) support for 2,008 winning bids. For each of the bids, the FCC has reviewed the long-form application information, including the letter(s) of credit and Bankruptcy Code opinion letter(s) from the long-form applicant’s legal counsel.

Cherokee County (SC) and Charter Communications have announced a public-private partnership that over the next two years is set to expand high-speed internet access countywide. More significantly this could be a model for expanding rural broadband access across the United States. Initial dollars for the ambitious project will come from the Rural Digital Opportunity Fund (RDOF), a $20.4 billion fund established by the Federal Communications Commission to bring high speed fixed broadband service to rural homes and small businesses that lack it.

For years, the Federal Communications Commission has administered the Universal Service Fund (USF), overseeing four programs designed to bring connectivity to rural areas, to target institutions like schools, libraries and healthcare facilities and to low-income consumers. Temporary COVID-19 connectivity programs appear to have presaged a shift from the FCC defining universal service programs to Congress appropriating funding and directing the future of universal service, all the while shifting the primary administrator of the funding.

ViaSat sent a letter to the Federal Communications Commission urging the Commission not to approve any Rural Digital Opportunity Fund (RDOF) funding for ViaSat’s satellite broadband competitor SpaceX. SpaceX is in the process of deploying thousands of low earth orbit (LEO) satellites to provide broadband service with lower latency in comparison with the geostationary satellite broadband service that ViaSat offers. SpaceX was one of the biggest winners in the RDOF auction and was tentatively awarded $885 million to cover some of the costs of providing broadband to unserved rural areas.

The Federal Communications Commission said it is ready to authorize $709,060,159 in its fourth round of funding for new broadband deployments through the Rural Digital Opportunity Fund. Together with three prior funding wave announcements, the FCC has now announced over $1.7 billion in funding to winning bidders for new deployments.

In the latest round of Rural Digital Opportunity Fund awards, the Federal Communications Commission said it is ready to authorize funding for Windstream and 11 other companies. Windstream winning bids fill more than 60 of the 80 total pages that comprise the list. The FCC said it is ready to authorize Windstream winning bids in Alabama, Arkansas, Georgia, Iowa, Kentucky, Minnesota, Mississippi, Missouri, Nebraska, North Carolina, South Carolina and Ohio. LTD Broadband is not among them and the company got some bad RDOF news from the FCC.

The Federal Communications Commission announced that it is ready to authorize $554,150,641 million in its third round of funding for new broadband deployments through the Rural Digital Opportunity Fund (RDOF). Together with two prior funding wave announcements, the FCC has now announced over $1 billion in funding to winning bidders for new deployments. In this funding wave, 11 broadband providers will bring fiber-to-the-home gigabit broadband service to over 180,000 locations in 19 states.

Gov Jim Justice (R-WV) unveiled a billion-dollar strategy to bring broadband availability to 200,000 more West Virginia homes and businesses. The plan will combine funding from federal, state, and local governments, along with matching investments from private-sector partners, to accelerate the expansion of high-speed internet to underserved areas of the state. The plan represents by far the largest investment in broadband in the state’s history.
