House Commerce Leaders Question Legality, Political Motivations Behind DoD's Inquiry Into Nationalized 5G Spectrum
House Commerce Committee Chairman Frank Pallone, Jr. (D-NJ) and Communications Subcommittee Chairman Mike Doyle (D-PA) launched an inquiry into the Department of Defense’s (DoD) apparent moves to own and operate a national 5G network and lease federal spectrum for commercial purposes. The inquiry comes after DoD released a Request for Information (RFI) that seeks input from industry on these topics, and multiple press reports that the timing of the RFI could be politically motivated.
$600 Million for 5G Experimentation and Testing at Five Installations
The Department of Defense announced $600 million in awards for 5G experimentation and testing at five US military test sites, representing the largest full-scale 5G tests for dual-use applications in the world. Each installation will partner military services, industry leaders, and academic experts to advance the Department’s 5G capabilities. Projects will include piloting 5G-enabled augmented/virtual reality for mission planning and training, testing 5G-enabled Smart Warehouses, and evaluating 5G technologies to enhance distributed command and control.
National Security: Additional Actions Needed to Ensure Effectiveness of 5G Strategy
The Trump Administration issued a National Strategy to Secure 5G, which we assessed against our 6 key characteristics for effective national strategies. The plan only partially addressed 5 of the 6 characteristics. For example, it didn't say what resources are needed to carry the plan out—which can make it hard to allocate and shift resources appropriately. We recommended that Administration officials ensure the strategy fully addresses all 6 characteristics.
How Will the Latest Wi-Fi Tech Affect Local Areas?
Recently the US Court of Appeals for the DC Circuit ruled that the Federal Communications Commission doesn’t have to delay opening up the 6 Gigahertz spectrum band for unlicensed Wi-Fi. The court’s decision was in response to a request from public safety and utility organizations, as well as other groups such as AT&T, to grant a stay to the FCC order to open up the 6GHz band.
Republicans Offer Bill to Open Mid-Band Spectrum for Commercial Use
Beat China By Harnessing Important, National Airwaves for 5G Act of 2020, or the Beat CHINA for 5G Act of 2020, would empower the Federal Communications Commission to open more critical mid-band spectrum for non-federal, commercial wireless use by requiring the FCC to begin an auction of the 3.45-3.55 GHz band by December 2021.

Is spectrum shortage a thing of the past?
The largest user of spectrum, the Department of Defense (DoD), has put out a Request for Information (RFI) that seems to propose that at least some of the spectrum traditionally used by the military could be shared for a fifth generation (5G) wireless network. The DoD cites a component of 5G technology called dynamic spectrum sharing (DSS) as the vehicle to accomplish this. This is a milestone. The Defense Department itself is suggesting that it is possible to share spectrum without harming its operations.
FCC Expands Access to and Investment in the 4.9 GHz Band
The Federal Communications Commission adopted rules permitting expanded use of 50 megahertz of mid-band spectrum in the 4.9 GHz (4940-4990 MHz) band that is currently underused. Under the new rules, states are allowed to lease this spectrum to third parties to boost wireless broadband, improve critical infrastructure monitoring, and facilitate public safety use cases.
FCC Moves To Free Up 100 Megahertz Of Critical Mid-Band Spectrum In The 3.45-3.55 GHz Band For 5G
The Federal Communications Commission proposed to make 100 megahertz of mid-band spectrum in the 3.45-3.55 GHz band available for 5G deployment across the contiguous US. The FCC also adopted rules for, and proposed additional changes to, the broader 3.3-3.55 GHz band. This item marks an important step toward satisfying Congress’s directive in the MOBILE NOW Act to make new spectrum available for flexible use and to work with National Telecommunications and Information Administration to evaluate the feasibility of allowing commercial use in the 3.1-3.55 GHz band.
House votes for repeal of T-Band spectrum auction, measure to halt ‘raiding’ of 911 fees
The House approved legislation that would repeal a law requiring the Federal Communications Commission to auction public-safety T-Band spectrum and would seek to prohibit the practice of state and local governments using revenue from 911 fees for purposes other than 911. Language in the “Don’t Break Up the T-Band Act” (HR 451) would abolish a mandate that the FCC auction T-Band airwaves—pockets of spectrum from 470 MHz to 512 MHz used to support public-safety LMR systems in 11 metropolitan markets—in a bidding procedure that would begin early in 2021. In addition to repealing the T-Band auc
