State Digital Equity Planning Grant Program

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) granted the US Virgin Islands (USVI) its first “Internet for All” grants for deploying high-speed Internet networks and developing digital skills training programs under the Biden-Harris Administration’s Internet for All initiative.

Since 2019, Governor Brad Little (R-ID) and the Idaho legislature have taken many steps to improve broadband access in the state. Through investment of federal and state funding, Idaho has been able to connect tens of thousands of underserved households in the state, the majority of which are in rural communities of less than 3,000 residents. Policymakers there have primarily focused on the digital divide between urban and rural areas. Inadequate access to high-speed internet disadvantages Idahoans who choose to live in rural parts of our state.

Solving the digital divide in Maine takes vision and resources. Maine’s vision is for a statewide connectivity infrastructure that will improve the lives of Mainers now and in the future, empowering broad participation in modern society. The Maine Connectivity Authority exists to plan, invest in, deploy, and enable universal access to affordable, high-speed broadband that will dramatically improve the quality of life of Mainers. MCA proposes the following primary strategies and related activities to achieve affordable universal access to broadband in Maine.

Maine faces a perfect storm of challenges in achieving digital equity. Our remote and rugged terrain makes our state one of the most difficult and expensive to reach with digital infrastructure. As the oldest state in the nation, we have a significant population that didn’t grow up with all of the technology available today. Maine’s median household and per capita income lag behind most other states. Almost all of us live in small, rural communities with limited resources. These forces combine to shape the contours of the digital divide in Maine.

The most powerful broadband advocacy starts in communities where residents inform of the connectivity solutions they need.

Across the country, broadband advocates and representatives are crunching numbers to figure out how to implement an often under-examined piece of the Broadband, Equity, Access, and Deployment (BEAD) program puzzle: What does digital equity look like? Passed alongside BEAD as part of the Infrastructure Investment and Jobs Act (IIJA), the Digital Equity Act (DEA) provides $2.75 billion dollars that will be parsed between states and territories to help them implement digital equity plans.

As states prepare to receive their allocations from the $42.5 billion Broadband Equity, Access and Deployment (BEAD) program, Louisiana is putting the finishing touches on its plan to put that money to work. The state’s broadband office released the first volume of its BEAD proposal, outlining Louisiana’s current efforts to deploy broadband, a breakdown of unserved and underserved locations as well as how it plans to tackle the challenge process.
