Can State, Local Government Use Broadband Expansion to Create Jobs?

As a historic amount of funding comes down from the federal government to the states to expand broadband, industry experts estimate this will create new jobs, and there are steps state governments and other groups can take to support this growth. In fact, some states are already proactively working on expanding their broadband workforce to meet current and future needs, while others have seen an increase in the need of trained professionals to help build out infrastructure.

Frontier Communications and Windstream have collectively raked in more than $210 million worth of broadband grants across nine states thus far in 2022, as the operators look to boost their fiber expansion plans with government support. Frontier has won grants in seven states: California, Indiana, North Carolina, Ohio, Pennsylvania, West Virginia and Wisconsin.

These states have broadband on the ballot this November

According to publicly available information on state and local ballot initiatives up for a vote in 2022 elections, broadband is on the ballot statewide for voters in Alabama and New Mexico, as well as for some voters in Colorado. Voters in Alabama will weigh in on the "Broadband Internet Infrastructure Funding Amendment," which, if approved, will amend the state's constitution "to allow local governments to use funding provided for broadband internet infrastructure under the American Rescue Plan Act (ARPA) and award such funds to public or private entities." Voters in New Mexico have a simi

Arkansas Uses Capital Projects Fund to Connect Rural Areas

In 2019, Governor Asa Hutchinson (R-AR) laid out a goal of 25 Megabits per second (Mbps) download and 3 Mbps upload broadband deployed to population centers of 500 or more by 2022. Approaching the end of 2022 and the time Arkansas set to achieve its original broadband goals, the state has received new funds through the US Department of Treasury's Capital Projects Fund to help achieve universal connectivity. The April 2022 Arkansas Broadband Master Plan, compiled by the Broadband Develo

Communications Workers of America, in Partnership with Community College District, Wins Grant for Fiber Apprenticeship Program

The Communications Workers of America District 9, in partnership with Chabot-Las Positas Community College District, has been awarded a $5.8 million grant to expand its apprenticeship training programs for fiber technicians at its existing training center in San Jose and three additional sites across California.  Large-scale public investment in broadband will require a statewide workforce of well-trained fiber technicians, which CWA aims to expand by offering high-quality training and financial support for apprentices. These programs will increase awareness and adoption of the apprenticesh

Another Rural Digital Opportunity Funding Auction?

Given the excess of $11 billion that the Federal Communications Commission currently has in the Rural Digital Opportunity Fund (RDOF), interested parties--particularly major broadband providers--have inquired whether the FCC will offer another round of award funding. However, for this to be feasible, the FCC would have to engage in a lot of internal review and restructuring of its reverse auction mechanism if it seeks to revitalize the RDOF.

Going the last (and middle) mile: Time and money are required to get statewide broadband access

Alabama Senate Majority Leader Clay Scofield (R-AL) says he gets asked by Alabamians about one topic more than most: High-speed internet and when they’ll have access to it. Alabama's goal is that new publicly funded projects have speeds of 100 megabits per second for downloads and 100 megabits per second for uploads. Getting that statewide will cost billions. In late August 2022, officials announced $26.6 million in Alabama Broadband Accessibility Fund grants to extend broadband internet access to about 15,000 homes, businesses and entities, including schools, in 10 counties.

Attorney General Rokita reaches $15 million settlement with Frontier Communications

Indiana  Attorney General Todd Rokita announced a $15 million settlement with Frontier Communications to ensure that Hoosiers receive the services for which they have paid. The settlement especially benefits residents living in rural communities. In May 2021, Attorney General Rokita sued Frontier Communications alleging they violated the Indiana Deceptive Consumer Sales Act. The Federal Trade Commission and several other states also sued the company. Specifically, the lawsuit argued the company misrepresented internet speeds and reliability to consumers.

Capital Projects Fund Helps Build Nebraska's Broadband Bridge

Nebraska adopted a state broadband plan in 2014 setting goals of extending broadband service and adoption to 90 percent of Nebraska households by 2020. Still short of its connectivity goals, the state ramped up efforts toward universal broadband during the COVID-19 pandemic, efforts fueled with federal support. The US Department of Treasury approved Nebraska's latest plans to connect everyone in the state. In May 2021, the state enacted the Nebraska Broadband Bridge Act, a law aimed at bringing fast, reliable broadband connectivity to an estimated 30,000 households.
