Nextlink is almost 2 years ahead of schedule in its Federal Communications Commission's Connect America Fund II (CAF II) broadband network construction. Nextlink was supposed to be 40% complete with its $281 million CAF II program construction but has in fact built 70% of its required locations across six states.

Congress directed the Federal Communications Commission to pass rules designed to end digital discrimination. The directive could not be more clear: Enact regulations to “eliminate” existing digital discrimination on the basis of “income level, race, ethnicity, color, religion, or national origin” and to prevent it from recurring in the future.

The Universal Service Fund is funded  by a quarterly surcharge on interstate and international telecommunications revenue. Each quarter, a private nonprofit known as the Universal Service Administrative Company (USAC) estimates how much money it needs to fund the Federal Communications Commission’s (FCC) myriad universal service initiatives. It also estimates the amount of telecommunications revenue expected to be generated by industry, and from there calculates the surcharge percentage necessary to cover program costs.

The total projected collected interstate and international end-user revenue base to be used in determining the contribution factor for the Universal Service Fund support mechanisms for the second quarter of calendar year 2023 (2Q2023) is $8,761,742,607.

Charter Communications has talked a lot recently about its rural expansion plans. But what it hasn’t drawn attention to is the fact that most - if not all - of its planned rural passings will be delivered with fiber. The operator originally announced its rural build plan in 2021 after the close of the Rural Digital Opportunity Fund (RDOF) auction. All told, it said it was planning to spend $5 billion – including $1.2 billion in RDOF subsidy money – to reach 1 million rural locations across 24 states over the coming years.

Rarely does Congress speak as definitively and clearly as it did with Section 1754: ordering the Federal Communications Commission, within 2 years to enact regulations to “eliminate” existing digital discrimination on the basis of “income level, race, ethnicity, color, religion, or national origin” and to prevent it from recurring in the future. The FCC should interpret this instruction for what it is: a rebuke of the last 25 years of failed policies and “light touch” regulation under the apparent delusion that for the first time in 90 years “the market” would bring universal service to all

Here is an overview of the major federal funding vehicles for broadband that are helping to fuel the broadband investment cycle and are aimed at closing the digital divide so that all Americans have access to high-speed, reliable, affordable broadband:

Alaska Communications expanded broadband availability and boosted speeds to almost 5,000 homes in the Interior region of the state in 2022. The company used a wide range of last-mile technologies – from XGS-PON to fixed wireless, even some DSL — to achieve that. The Alaskan Interior can be thought of as the center of the state – the area most removed from the state’s lengthy coastline. Much of the area is wilderness.

The Federal Communications Commission's Wireline Competition Bureau (WCB) announced the conclusion of the Connect America Fund Phase II auction long-form application review. There were 195 authorized applicant state combinations, totaling $1.48 billion authorized in 10-year support, covering 708,494 locations in 45 states. Authorized bids included a range of performance tiers, with more than one-half of the winning bids at 100/20 Mbps or higher.
