The Federal Communications Commission's Wireline Competition Bureau seeks comment on the proposed eligible services list (ESL) for the schools and libraries universal service support mechanism (more commonly known as the E-Rate program) for funding year 2020. The Bureau invites stakeholders to comment on any aspect of the proposed FY2020 ESL.

FCC Reforms Rural Health Care Program

The Federal Communications Commission reformed the Rural Health Care Program (RHC) aiming to ensure limited program funds are disbursed efficiently and equitably, promote transparency and predictability in the program’s administration, and strengthen safeguards against waste, fraud, and abuse. The action takes a number of steps to reform the distribution of RHC funding, in particular by revising the rules governing the Telecom Program to simplify calculation of the urban rate—the amount health care providers pay—and the rural rate—the amount that service providers receive.

FCC Should Assess Making Off-School-Premises Access Eligible for Additional Federal Support

FCC Announces Lifeline Minimum Service Standards and Indexed Budget Amount

The Federal Communications Commission's 2016 Lifeline Order established minimum service standards for certain Lifeline-supported services and either established annual increases in those standards in the FCC’s rules or directed the Wireline Competition Bureau to update the minimum service standards pursuant to calculations set out in the Order and the FCC’s rules. Accordingly, the Bureau announces the newly calculated minimum service standards for fixed and mobile broadband. These standards will take effect on December 1, 2019.

The Rural Digital Opportunity Fund: A Proposal to Include Local Community Support in the Auction

Federal Communications Commission Chairman Ajit Pai’s Rural Digital Opportunity Fund (RDOF) is the most significant rural infrastructure initiative of our time. At over $20 billion, there is sufficient funding in the RDOF to support the most advanced fiber optic services to every rural home in the nation. The program has the potential to become the Rural Electrification Act of our generation, especially if it fosters the same spirit of local initiative, local ownership and local control.
