Bidding in the Connect America Fund Phase II auction concluded on August 21, 2018. There were 103 winning bidders in the auction, with the 10-year support amount totaling $1.488 billion and covering 713,176 locations in 45 states. Of the 974,223 locations in the 30,033 eligible census block groups (CBGs), approximately 73 percent of the locations are covered by winning bids. While winning bids are for a range of performance tiers, winning bids for downstream speeds of at least 100 megabits per second (Mbps) cover 53 percent of these locations.

A consortium established by Gov Rick Snyder (R-MI) has come up with a wide range of recommendations for increasing broadband availability in the state, which currently ranks 30th among the 50 states in broadband availability and 34th on broadband adoption.

On August 10, Federal Communications Commission Chairman Ajit Pai responded to letters from members of Congress who wrote to Chairman Pai regarding drastic cuts to the FCC's Lifeline program. In response, Chairman Pai wrote that the 2017 Lifeline Reform Order seeks to focus Lifeline support where it is most needed.

In this Order, we extend the previously announced deadline for the close of the Mobility Fund Phase II (MF-II) challenge window by an additional 90 days. Challengers will have until November 26, 2018, to submit speed test data in support of a challenge. We adopt this extension to ensure that interested parties can initiate and submit speed test data for areas they wish to challenge. In addition, given this extension, we propose to make modifications to the speed test data specifications regarding the relevant timeframes for valid speed tests.

In this notice, the Federal Communications Commission's Wireline Competition Bureau announces that there is sufficient funding available to fully meet the Universal Service Administrative Company’s (USAC) estimated demand for category one and category two requests for E-Rate supported services for funding year 2018. 

Broadband providers have spent years lobbying against utility-style regulations that protect consumers from high prices and bad service. But now, broadband lobby groups are arguing that Internet service is similar to utilities such as electricity, gas distribution, roads, and water and sewer networks. In the providers' view, the essential nature of broadband doesn't require more regulation to protect consumers. Instead, they argue that broadband's utility-like status is the reason for the government to give Internet service providers more money.

TracFone Wireless, a reseller active in the Federal Communications Commission's Lifeline program, filed an emergency petition with the FCC on August 10 raising concerns about the government’s new national verifier tool, meant to help ensure subscribers are who they say they are and avoid the waste, fraud and abuse that has plagued the program in the past. The Obama-era reform finally began rolling out on a preliminary basis in some states this summer.

A federal court has blocked the Federal Communications Commission from making changes to its Lifeline broadband subsidy program that would have effectively eliminated benefits for many Native Americans living on tribal lands. A three-judge panel of the DC Circuit Court of Appeals issued a stay of the FCC’s order, saying that it would likely cause significant loss of telecommunications service to tribal areas.

After a series of errors associated with the Universal Service Administrative Company’s (USAC’s) roll-out of the ERate Productivity Center (EPC), the web-based account and application management portal for the E-Rate program, Pribilof School District (St. Paul Island, Alaska) filed its application for funding and its subsequent waiver request after the applicable deadlines.
