The Broadband Data Task Force is hosting this webinar to provide information about the proposed technical requirements for the mobile challenge, verification, and crowdsourcing processes required under the Broadband DATA Act. During the webinar, staff will provide an overview of the proposals in the recently released Public Notice on this topic and be available to answer participant questions.

At this meeting, the Task Force will hear updates from the Working Group leadership and discuss progress towards recommendations.

Lack of access to broadband is a problem in both metropolitan and rural areas, but efforts to close the digital divide often overlook the “Black Rural South” — 152 rural counties with populations that are 35 percent Black or higher in the southern region of the United States. In the Black Rural South, 38 percent of African Americans do not have access to home internet. This is driven by a lack of availability and affordability of broadband services. 

The Committee will consider a number of bills including:

H.R. 2685, the “Understanding Cybersecurity of Mobile Networks Act,” which was introduced by Reps. Eshoo and Adam Kinzinger (R-IL);

H.R. 3919, the “Secure Equipment Act of 2021,” which was introduced by Reps. Steve Scalise (R-LA) and Eshoo;

H.R. 4028, the “Information and Communication Technology Strategy Act,” which was introduced by Reps. Billy Long (R-MO), Abigail Spanberger (D-VA), Buddy Carter (R-GA), and Jerry McNerney (D-CA);
