Upcoming event
The symposium will feature broadcasters and lenders discussing how to obtain financing for broadcast station transactions in today’s challenging financial circumstances, as well as experts discussing the history of the previous broadcast tax certificate policy and the potential for a new tax certificate policy to increase broadcast ownership diversity. The symposium will also include presentations from Nielsen Global Media on ratings measurements for multi-ethnic broadcast stations, and a discussion of how small and diverse broadcasters can attract increased advertising revenue.
The hearing will examine whether Section 230 of the Communications Decency Act has outlived its usefulness in today’s digital age. It will also examine legislative proposals to modernize the decades-old law, increase transparency and accountability among big technology companies for their content moderation practices, and explore the impact of large ad-tech platforms on local journalism and consumer privacy.

The Department of Defense (DoD) recently issued a Request for Information about the possibility of constructing a new national 5G network on 450 MHz of mid-band spectrum presently assigned to the Department. Access to this spectrum by commercial wireless services could be granted when it is not needed for national security requirements through a dynamic spectrum-sharing arrangement. Many members of Congress from both sides of the aisle, as well as members of the Federal Communications Commission, have expressed concern about DoD’s intentions.
With 5G launches underway, the research communities are ramping up on a vision for 6G use cases and technologies. The need for increased wireless capacity and support of more connected devices continues to show significant growth and is more essential than ever for maintaining economic productivity, health and safety. In addition, some of the most innovative technologies and solutions can address a need before it even arises.
A panel of experts will assess how 2020 affected policy and practice on key communications issues and will provide their views of what may be coming in 2021. What can we expect following the election? How can local governments prepare?
