The telecom industry turned out in force to oppose a recent Pentagon proposal to build a shared fifth-generation wireless network, with a familiar pot-stirrer making an exception: Dish Network. Rep Jerry McNerney (D-CA-09) sent Federal Communications Commission Chairman Ajit Pai a letter following up on the Congressman’s request that the Chairman make publicly available all consumer complaints that the agency has received regarding internet and phone service during the COVID-19 pandemic. Rep McNerney asked Chairman Pai for a commitment to do this when the Chairman testified on September 17, 2020 at the House Commerce Committee’s FCC oversight hearing.

Back in 2017, 5G was a big focus of my remarks. But back then, 5G was largely hypothetical and aspirational. This year, I’m speaking to you just a few days after the release of the first 5G iPhone. Over the past three-plus years, 5G has gotten real—very real. How did we get from there to here? Obviously, many of you in the audience led the way. But I’d like to think the Federal Communications Commission put a tailwind at your back. I’d like to walk through the actions we’ve taken at the FCC to accelerate the arrival of the 5G revolution.

Comcast reported results for the quarter ended September 30, 2020. The company added a record 633,000 high-speed internet customers. Highspeed internet revenue increased 10.1%, due to an increase in the number of residential high-speed internet customers and an increase in average rates. Wireless revenue increased 22.8%, due to an increase in the number of customer lines.

The giant elephant in this virtual room: the completely indefensible proposal to create a government-sponsored wholesale wireless network. For the last few years this “idea” has been floated, rejected, floated, rejected, and just recently floated again. Now, it seems to be under consideration once again by some at the highest levels of our government.

For all that has changed since the Benton Institute released Broadband for America’s Future: A Vision for the 2020s, this goal remains paramount. In October 2019, we said that connecting our entire nation through High-Performance Broadband would bring remarkable economic, social, cultural, and personal benefits. We said that open, affordable, robust broadband is the key to all of us reaching for—and achieving—the American Dream.

In October 2019, the Benton Institute for Broadband & Society issued Broadband for America’s Future: A Vision for the 2020s. The agenda was comprehensive, constructed upon achievements in communities and insights from experts across the nation. The report outlined the key building blocks of broadband policy—deployment, competition, community anchor institutions, and digital equity (including affordability and adoption).

T-Mobile announced another expansion of its 2.5GHz midband 5G network, which is now available in dozens of new cities, nearly doubling the coverage of its last major midband rollout 

The COVID-19 pandemic has brought into sharp relief a host of problems that at their core are about fairness—issues of racial justice, economic security, and the digital divide, among others. I am an optimist, and believe that technology, and the wireless communications sector in particular, has an important role to play here.
