The Federal Communications Commission set guidelines for two pilot programs aimed at increasing both awareness of and participation in the Affordable Connectivity Program, which provides a discount of up to $30 per month toward internet service for eligible households (and up to $75 per month for households on qualifying Tribal lands). On October 11, the FCC provided an update on the implementation of the pilot programs.

On October 6, 2022, the U.S. Department of the Treasury approved Michigan's plan to use its full Coronavirus Capital Projects Fund allocation to support broadband expansion in the state.

Some 8,000 households and businesses in Wisconsin will be connected to high-speed internet access due to the American Rescue Plan Act’s Coronavirus Capital Projects Fund. In his January 2021 State of the State Address, Governor Tony Evers (D-WI) declared 2021 “the year of broadband access" in Wisconsin.

On Monday, September 26, Benton Institute for Broadband & Society Director of Research and Fellowships Dr. Revati Prasad hosted an online panel discussion, From the Ground Up: Broadband Mapping By and for Communities, on how communities and states are collecting data on local broadband availability as the Federal Communications Commission rolls out the Broadband Data Collection (BDC) program.

On September 15, U.S. Senators Ben Ray Luján (D-NM), Jeff Merkley (D-OR), Martin Heinrich (D-NM), Ed Markey (D-MA), Richard Blumenthal (D-CT), and Amy Klobuchar (D-MN) joined Representative Doris Matsui (D-CA) in introducing the Digital Equity Foundation Act of 2022.

Broadband is the future of New Hampshire, we reported in June as the state was one of the first to win approval from the U.S. Treasury for plans to use Capital Projects Fund support to extend the reach of broadband networks. On September 8, we learned that New Hampshire is once again leading the way—now it is the first state to gain approval for a second wave of Capital Projects Fund support. New Hampshire's plans are designed to connect 80% of locations in the state still lacking high-speed internet access.

North Dakota is the 19th largest state in terms of land area with more than 70,000 square miles yet is the 3rd smallest in terms of population with fewer than 800,000 residents. In too many rural areas of the U.S., residents struggle to get connected because commercial telecommunications providers are unable to recoup the cost of building infrastructure.

Nebraska adopted a state broadband plan in 2014 setting goals of extending broadband service and adoption to 90 percent of Nebraska households by 2020. Still short of its connectivity goals, the state ramped up efforts toward universal broadband during the COVID-19 pandemic, efforts fueled with federal support. The US Department of Treasury approved Nebraska's latest plans to connect everyone in the state. In May 2021, the state enacted the Nebraska Broadband Bridge Act, a law aimed at bringing fast, reliable broadband connectivity to an estimated 30,000 households.

Indiana Governor, Eric Holcomb (R-IN) and Lieutenant Governor Suzanne Crouch (R-IN) are leading the largest broadband investment in the state's history. Ball State University researchers found that thousands of homes across the state--urban and rural, low-income, and non-English speaking--experience the brunt of lacking access to broadband internet access. To combat this, Lt. Gov Suzanne Crouch created the Office of Broadband Opportunities in 2018 to identify needs and eliminate roadblocks to broadband deployment and digital literacy in the state.
