FCC Chairman Pai Announces Appointment of New BDAC Member

Federal Communications Commission Chairman Ajit Pai appointed Andy Huckaba to serve on the Broadband Deployment Advisory Committee (BDAC). Huckaba will serve on the BDAC as a representative of the City of Lenexa, Kansas, where he is a member of the City Council. Huckaba also serves as Vice-Chair of the FCC’s Intergovernmental Advisory Committee.

FCC Updates Lifeline Minimum Standards

The Federal Communications Commission’s Wireline Competition Bureau announces the updated standard levels for speed and usage allowances for Lifeline-supported services as required by the 2016 Lifeline Modernization Order. The Bureau specifically announces the newly calculated minimum service standards for fixed broadband. It also reminds providers of the updated minimum service standards for mobile broadband and mobile voice service, as established in the FCC’s rules. These standards will take effect on December 1, 2017. Finally, the Bureau announces that the budget for federal universal service support for the Lifeline program for calendar year 2018 will be $2,279,250,000. Beginning December 1, 2017, the Lifeline minimum service standard for fixed broadband speed will be 15 Mbps downstream and 2 Mbps upstream.

Deletion of Agenda Item for June 2017 Open Meeting

Electronic Annual Notice Declaratory Ruling (MB Docket No. 16-126): The Commission will consider a Declaratory Ruling which would clarify that the "written information" that cable operators must provide to their subscribers via annual notices pursuant to Section 76.1602(b) of the Commission's rules may be provided via e-mail.

FCC Announces The Membership And First Meeting Of The Communications Reliability, Security And Interoperability Council

This Public Notice serves as notice that, consistent with the Federal Advisory Committee Act, Federal Communications Commission Chairman Ajit Pai has appointed members to serve on the Communications Security, Reliability and Interoperability Council (CSRIC). The CSRIC will hold its first meeting on Friday, June 23, 2017, beginning at 1:00 pm. Chairman Pai has designated Brian King, Senior Vice President, National Technology Service Delivery and Operations at T-Mobile USA, to serve as Chair of the CSRIC. A full list of CSRIC members is attached to this Public Notice.

Request for Comments on Promoting Stakeholder Action Against Botnets and Other Automated Threats

NTIA, on behalf of the Department of Commerce, is requesting comment on actions that can be taken to address automated and distributed threats to the digital ecosystem as part of the activity directed by the President in Executive Order 13800, "Strengthening the Cybersecurity of Federal Networks and Critical Infrastructure." Through this Request for Comments, NTIA seeks broad input from all interested stakeholders - including private industry, academia, civil society, and other security experts - on ways to improve industry's ability to reduce threats perpetuated by automated distributed attacks, such as botnets, and what role, if any, the U.S. Government should play in this area.

FCC Seeks Nominations for Membership on Advisory Committee on Diversity and Digital Empowerment

The Federal Communications Commission is seeking nominations for membership on, and a Chairperson for, the Advisory Committee on Diversity and Digital Empowerment (the Committee). The FCC intends to establish the Committee for a period of two (2) years, with an expected starting date in the fall of 2017.

The Committee’s mission will be to provide recommendations to the FCC on how to empower disadvantaged communities and accelerate the entry of small businesses, including those owned by women and minorities, into the media, digital news and information, and audio and video programming industries, including as owners, suppliers, and employees. It will also provide recommendations to the Commission on how to ensure that disadvantaged communities are not denied the wide range of opportunities made possible by next-generation networks. This Committee is intended to provide an effective means for stakeholders with interests in these areas to exchange ideas and develop recommendations to the Commission on media ownership and procurement opportunities, empowering communities in order to spur educational, economic, and civic development, and consumer access to digital technologies. The Committee’s work is intended to enhance the Commission’s ability to carry out its statutory responsibility to promote policies favoring diversity of media voices, localism, vigorous economic competition, technological advancement, and promotion of the public interest, convenience, and necessity.

Nominations for membership to the Committee should be submitted to the FCC no later than 11:59 PM EST, Wednesday, June 28, 2017.

Request for Comments on the Broadcasting Board of Governors’ Implementation of a Comprehensive Plan for Reorganizing the Executive Branch

Executive Order 13781,
‘‘Comprehensive Plan for Reorganizing the Executive Branch,’’ signed into effect on March 13, 2017, directs the Director of the Office of Management and Budget (OMB) to present the President with a plan that recommends ways to reorganize the executive branch and eliminate unnecessary agencies. As part of this process, the Broadcasting Board of Governors will be submitting a proposal for reorganization to OMB. This request for comments seeks public input on potential reforms at the BBG that would increase the efficiency, effectiveness, and accountability of the agency. These comments will also be considered in the development of the BBG’s 2018–2022 Strategic Plan. The BBG requests that respondents generally address the following overarching questions:
What are the most important or effective projects or programs that the BBG undertakes?
Do you think that there are any changes that BBG could make to increase the efficiency, effectiveness, and accountability of its media networks or the agency itself? If so, please describe those changes.
Would you propose reorganizing any parts or aspects of the BBG or its media networks to increase efficiency, effectiveness, and accountability? If so, how?
In today’s changing media landscape, how should the BBG adapt to best serve its mission to inform, engage, and connect people around the world in support of freedom and democracy?
Submit either electronic comments or information by June 30, 2017.

FCC Releases Updated Form 477 Data On Fixed Broadband Deployment As Of June 30, 2016

The Federal Communications Commission’s Wireline Competition Bureau released updated data on fixed broadband deployment as of June 30, 2016. These data were collected through FCC Form 477 and are available on the FCC’s Broadband Deployment Data – FCC Form 477 webpage.

FCC Addresses E-rate, Rural Healthcare Petitions

The Federal Communications Commission’s Wireline Competition Bureau released a Public Notice on May 31, 2017 granting, denying and dismissing various petitions related to actions taken by the Universal Service Administrative Company (USAC) on the E-rate program and rural healthcare. Petitions for reconsideration or applications for review of these decisions must be filed within 30 days of the Public Notice.
