The Lifeline program and the Affordable Connectivity Program (ACP) serve a vital role in providing low-income Americans with affordable access to essential communication services. Between November 21 and December 8, 2022, the National Lifeline Association (NaLA) surveyed more than 60,000 customers who use the Lifeline and/or ACP program about who they are and how they use the programs. Survey results indicate that low-income consumers use Lifeline and/or ACP service to connect to family and to access other government programs, healthcare, jobs and online education.

Institutions that provide essential services, including education, health care, government functions, and the workforce, have a duty to make their services universally accessible. But because of the persistence of the digital divide, these institutions cannot fully integrate and modernize internet-based technologies into their services; doing so would effectively deny service to people who cannot adequately access the internet. As a result, institutions have been unable to fully leverage the benefits of technology to make their services even more effective, efficient, and innovative.

The inaugural Telco Giants Scorecard reveals that telecommunications companies, despite being gatekeepers of the internet for most of the world, are less transparent overall and more susceptible to government demands than their Big Tech peers. It’s time to renew our scrutiny of these companies and hold them accountable for respecting our rights online. None of the 12 telecommunications companies evaluated earned a passing grade.

It has been just over a year since the Digital Equity Act (DEA) was signed into law as part of the Infrastructure Investment and Jobs Act (IIJA), and the $2.75 billion it provides is a once-in-a-generation opportunity to design systems that will enable true digital equity. Congress and the National Telecommunications and Information Administration outlined specifics for states to include in their digital equity plans.

The Department of Veterans Affairs (VA) received approximately $36.70 billion in supplemental funding outside of its annual appropriation from three COVID-19 relief laws between 2020 and 2021: the CARES Act; the Families First Coronavirus Response Act (FFCRA); and the American Rescue Plan Act of 2021 (ARPA). As of August 23, 2022, VA had obligated approximately 99 percent of its funds from the CARES Act and FFCRA and 56.9 percent of funds from ARPA.

Since 2019, the US Department of Agriculture's (USDA) ReConnect program has awarded millions of dollars in grants and loans to broadband providers for expanding service in rural areas. The Government Accountability Office (GAO) makes three recommendations to USDA on how to improve the ReConnect Program:

As inventions go, the Internet stacks up with the best of them: the lightbulb, automobile, maybe even fire. However, it’s time for policymakers to look carefully at how its swift transformation of society has affected freedom. Today’s disconcerting answer is that it breaks some essential tools for a civilized society. Furthermore, it equips people with “superpowers” that further rob individuals of their agency. Regulation focused on data privacy and misinformation misses this larger societal threat; public authorities must attend to civilizing the Web.

A look at how Tribal governments are using financial support through the American Rescue Plan Act (ARPA) to provide critical recovery assistance and improve the health and well-being of Tribal citizens. The $20 billion in ARPA State and Local Fiscal Recovery Funds (SLFRF) allocated to Tribal governments represents the largest single infusion of federal funding into Indian Country. The efforts highlighted reveal the vast and impressive reach SLFRF has had as a catalyst for recovery.

Approximately 400,000 households now subscribe to Starlink worldwide. Perhaps a victim of their own success, Starlink download speeds dropped once again in Canada (at least 14%) and the US (at least 17%) from Q2 to Q3 2022, while speeds remained roughly the same in Chile quarter over quarter.
