Canada eases Internet usage billing ruling

The Canadian Radio-television and Telecommunications Commission will allow Bell Canada to begin usage-based billing for third-party Internet service providers.

Under the usage billing system, wholesale customers - which are usually smaller Internet service providers that rent out portions of Bell's network - will be charged a flat monthly fee and have a set monthly usage limit. Users who go above the set limit will be charged by the gigabyte, depending on the speed of their connection.
