Newspaper readership varies widely across Europe. In France, for example, consumption is so low, at 46 percent of French, that the government is subsidizing newspaper subscriptions for 200,000 people. Meanwhile, Luxembourg and Scandinavia have the highest circulations per head, while Iceland -- trying to emerge from a bank crisis -- has the highest consumption of freesheet titles.
