Rep. Scott Rigell (R-VA) was one of four Republicans to vote against an amendment that would defund Federal Communications Commission implementation of its network neutrality order. He voted against the amendment out of concerns about competition.

Rep Jerry Lewis (R-CA) also voted in support of network neutrality rules -- by accident. He has issued an insert to the Congressional Record to say: I didn't mean it.

Rep Henry Cuellar (D-TX) was one of four Democrats to vote to prevent FCC implementation of the new rules. He said: "Net neutrality creates unnecessary burdens on service providers, which will inevitably be passed on to consumers. We should be working to expand broadband access, especially to underserved communities; and not limiting expansion by creating an environment for imminent cost hikes."

Rep Collin Peterson (D-MN) is the only Democrat to have voted for network neutrality rules in 2006, but also defunding the FCC's rules this year.
