Sen. Kay Bailey Hutchison (R-TX) criticized the Administration for drafting an executive order on cybersecurity.

"I think the President really has tried to override congress for too long with executive orders," she said. Sen Hutchison acknowledged that lawmakers have not bridged their differences since a GOP filibuster blocked Sen. Joe Lieberman's (I-CT) cybersecurity bill in July. But she said the White House should let Congress continue to search for a compromise. "The President should let Congress act," she said. Sen Hutchison acknowledged that the President has legal authority to enact some protections without Congress, but she said she is concerned that he will overreach.
