CBO Scores Intelligence Authorization Act

The Intelligence Authorization Act for Fiscal Year 2014 (H.R. 3381) would authorize appropriations for fiscal year 2014 for intelligence activities of the US government.

The Congressional Budget Office does not provide estimates for classified programs; thus, this estimate addresses only the unclassified aspects of the bill. On that limited basis, and assuming appropriation of the authorized amounts, CBO estimates that implementing the unclassified provisions of H.R. 3381 would cost $595 million over the 2014-2018 period. Pay-as-you-go procedures do not apply to this legislation because enacting it would not affect direct spending or revenues.
