Just before leaving town for a month's vacation, a divided U.S. Congress acceded to President George Bush's requests for expanded Internet and telephone surveillance powers. Over strong objections from civil liberties groups and many Democrats, legislators voted over the weekend to temporarily rewrite a 1978 wiretapping law that the Bush administration claimed was hindering antiterrorism investigations.
