Universal Service Monitoring Report 2021

In response to the Telecommunications Act of 1996, the Federal Communications Commission established universal service mechanisms to help ensure that all Americans have access to affordable telecommunications service. Congress mandated that these programs be supported by contributions from every telecommunications carrier that provides interstate telecommunications, and other providers of telecommunications services if the FCC finds contributions from such providers to be in the public interest.

FCC Adopts Rules To Implement Affordable Connectivity Program

The Federal Communications Commission adopted a Report and Order and Further Notice that provides detailed guidance for the Affordable Connectivity Program, a $14.2 billion federal initiative that offers qualifying households discounts on their internet service bills and an opportunity to receive a discount on a computer or tablet from participating providers. The Affordable Connectivity Program will provide eligible households with discounts of up to $30 a month for broadband service, and up to $75 a month if the household is on Tribal lands.

Fifth Public Notice Announcing Authorization of Support for Rural Digital Opportunity Fund Winning Bidders

The Federal Communications Commission's Wireline Competition Bureau (WCB)—in conjunction with the Rural Broadband Auctions Task Force (RBATF) and the Office of Economics and Analytics (OEA)—authorizes Rural Digital Opportunity Fund (Auction 904) support for 2,521 winning bids. The FCC reviewed the long-form application information, including the letter(s) of credit and Bankruptcy Code opinion letter(s) from the long-form applicant’s legal counsel.

FCC Announces the Telecommunications Interagency Working Group

The Federal Communications Commission alongside the Department of Labor, Department of Education, and National Telecommunications and Information Administration (NTIA) announced the members of a cross-agency working group that will collaborate to identify the current and future needs of the telecommunications industry workforce, including the safety of that workforce.

The working groups include members of the CEDC, additional working group members, and independent subject matter experts.

FCC Announces Winning Bidders In 3.45 GHz Auction

The Federal Communications Commission announced winning bidders from its 5G spectrum auction of flexible-use licenses in the 3.45 GHz band. The winning bidder information is available in the Public Notice released by the FCC. Gross proceeds for the auction exceeded $22.5 billion.

FCC Chair Rosenworcel Circulates New Data Breach Reporting Requirements

Federal Communications Commission Chairwoman Jessica Rosenworcel shared with her colleagues a Notice of Proposed Rulemaking (NPRM) that would begin the process of strengthening the FCC’s rules for notifying customers and federal law enforcement of breaches of customer proprietary network information (CPNI). The updates would better align the FCC’s rules with recent developments in federal and state data breach laws covering other sectors. The proposal outlines several updates to current FCC rules addressing telecommunications carriers’ breach notification requirements. These include:

FCC Commits Over $361 Million in Additional Emergency Connectivity Funding

The Federal Communications Commission announced that it is committing $361,037,156.16 in its latest wave of Emergency Connectivity Fund program support. This round of commitments will support 802 schools, 49 libraries and 8 consortia, which are approved to receive nearly 654,000 connected devices and over 313,000 broadband connections. This seventh funding wave brings total commitments to nearly $4.2 billion since the program was launched on June 29, 2021.
