Smartphones help those without broadband get online, but don’t necessarily bridge the digital divide

Courts and regulators have increasingly seen high-speed Internet as a public utility that is as essential to Americans as electricity and water. But many Americans still do not have broadband at home, and some Americans have turned to mobile devices as their primary gateway to the Internet, according to Pew Research Center surveys. But whether smartphones are an adequate substitute is open to question.

Those who depend on their smartphones to go online encounter constraints with data caps and small screens, and the device is not their “go to” tool for personal learning at home. Instead, those with smartphones but not home broadband rely on a kind of “workaround ecosystem” that is a combination of using their mobile devices along with other resources such as computers and Wi-Fi available at public libraries. Some 13% of US adults are “smartphone only” Internet users – meaning they own a smartphone but do not have a home broadband subscription, according to our data from 2015. In 2013, that share was lower, at 8%. This group is more likely to be younger, lower-income, less educated, or black or Hispanic – the same groups that also have lower rates of home broadband adoption, suggesting that some are forgoing high-speed Internet service and depending on their phones instead.

Social Media and the ‘Spiral of Silence’

The survey reported in this report sought people’s opinions about the Snowden leaks, their willingness to talk about the revelations in various in-person and online settings, and their perceptions of the views of those around them in a variety of online and off-line contexts.

This survey’s findings produced several major insights:

  • People were less willing to discuss the Snowden-NSA story in social media than they were in person. 86% of Americans were willing to have an in-person conversation about the surveillance program, but just 42% of Facebook and Twitter users were willing to post about it on those platforms.
  • Social media did not provide an alternative discussion platform for those who were not willing to discuss the Snowden-NSA story. Of the 14% of Americans unwilling to discuss the Snowden-NSA story in person with others, only 0.3% were willing to post about it on social media.
  • In both personal settings and online settings, people were more willing to share their views if they thought their audience agreed with them. For instance, at work, those who felt their coworkers agreed with their opinion were about three times more likely to say they would join a workplace conversation about the Snowden-NSA situation.
  • Previous ‘spiral of silence’ findings as to people’s willingness to speak up in various settings also apply to social media users. Those who use Facebook were more willing to share their views if they thought their followers agreed with them. If a person felt that people in their Facebook network agreed with their opinion about the Snowden-NSA issue, they were about twice as likely to join a discussion on Facebook about this issue.
  • Facebook and Twitter users were also less likely to share their opinions in many face-to-face settings. This was especially true if they did not feel that their Facebook friends or Twitter followers agreed with their point of view. For instance, the average Facebook user (someone who uses the site a few times per day) was half as likely as other people to say they would be willing to voice their opinion with friends at a restaurant. If they felt that their online Facebook network agreed with their views on this issue, their willingness to speak out in a face-to-face discussion with friends was higher, although they were still only 0.74 times as likely to voice their opinion as other people.

How Americans Value Public Libraries in Their Communities

Most Americans say they have only had positive experiences at public libraries, and value a range of library resources and services. Regarding the importance of public libraries to their communities, when those surveyed were asked if their library were closed, what impact it would have, some 90% of Americans ages 16 and older said that the closing of their local public library would have an impact on their community, with 63% saying it would have a “major” impact.

Asked about the personal impact of a public library closing, two-thirds (67%) of Americans said it would affect them and their families, including 29% who said it would have a major impact. Moreover, the vast majority of Americans ages 16 and older say that public libraries play an important role in their communities:

  • 95% of Americans ages 16 and older agree that the materials and resources available at public libraries play an important role in giving everyone a chance to succeed;
  • 95% say that public libraries are important because they promote literacy and a love of reading;
  • 94% say that having a public library improves the quality of life in a community;
  • 81% say that public libraries provide many services people would have a hard time finding elsewhere.

Women, African-Americans and Hispanics, adults who live in lower-income households, and adults with lower levels of educational attainment are more likely than other groups to declare all the library services we asked about “very important.” Adults ages 30-64 are also more likely than younger or older respondents to say many of the services are “very important,” as are parents with minor children. Libraries are also particularly valued by those who are unemployed, retired, or searching for a job, as well as those living with a disability and Internet users who lack home Internet access:

  • 56% of Internet users without home access say public libraries’ basic technological resources (such as computers, Internet, and printers) are “very important” to them and their family, compared with 33% of all respondents.
  • 49% of unemployed and retired respondents say they librarian assistance in finding information to be “very important,” compared with 41% of employed respondents.
  • 47% of job seekers say help finding or applying for a job is “very important” to them and their families.
  • 40% of those living with a disability say help applying for government services is “very important,” compared with 27% of those without a disability.

Net Threats

According to experts canvassed by Pew Internet and American Life Project, the biggest threats aren't a rise in hacking attacks or new waves of Internet crime. They're government and big online corporations.

Control and consolidation were the top threats for experts canvassed by Pew's Internet and American Life Project. Pew asked more than 1,400 experts -- academics, theorists and those who work in the technology industry -- to weigh in on what risks the Internet faces through 2025. The majority pointed to government surveillance, restrictive regulation and corporate greed as the things most likely to kill the idea that the Web is a free-flowing network of information. Plenty expressed concern that the Internet will fracture due to government policies, such as those that limit access to the Web as some governments did during the Arab Spring, aggressive intellectual property laws or even well-meaning policies in Canada and Australia that aggressively filter all Internet traffic to combat child pornography. These efforts, experts said, cross the line -- or at least flirt with it.

The These Experts Fear are:

  • Actions by nation-states to maintain security and political control will lead to more blocking, filtering, segmentation, and balkanization of the Internet.
  • Trust will evaporate in the wake of revelations about government and corporate surveillance and likely greater surveillance in the future.
  • Commercial pressures affecting everything from Internet architecture to the flow of information will endanger the open structure of online life.
  • Efforts to fix the TMI (too much information) problem might over-compensate and actually thwart content sharing.

The Internet of Things Will Thrive by 2025

To a notable extent, experts agree on the technology change that lies ahead, even as they disagree about its ramifications. Most believe there will be:

  • A global, immersive, invisible, ambient networked computing environment built through the continued proliferation of smart sensors, cameras, software, databases, and massive data centers in a world-spanning information fabric known as the Internet of Things.
  • “Augmented reality” enhancements to the real-world input that people perceive through the use of portable/wearable/implantable technologies.
  • Disruption of business models established in the 20th century (most notably impacting finance, entertainment, publishers of all sorts, and education).
  • Tagging, databasing, and intelligent analytical mapping of the physical and social realms.

The current report is the next in a series of eight Pew Research and Elon University analyses to be issued in 2014 in which experts will share their expectations about the future of such things as privacy, cybersecurity, and net neutrality. It includes some of the best and most provocative of the predictions survey respondents made when specifically asked to share their views about the evolution of embedded and wearable computing and the Internet of Things. Survey respondents expect the Internet of Things to be evident in many places, including:

  • Bodies: Many people will wear devices that let them connect to the Internet and will give them feedback on their activities, health and fitness. They will also monitor others (their children or employees, for instance) who are also wearing sensors, or moving in and out of places that have sensors.
  • Homes: People will be able to control nearly everything remotely, from how their residences are heated and cooled to how often their gardens are watered. Homes will also have sensors that warn about everything from prowlers to broken water pipes.
  • Communities: Embedded devices and smartphone apps will enable more efficient transportation and give readouts on pollution levels. “Smart systems” might deliver electricity and water more efficiently and warn about infrastructure problems.
  • Goods and services: Factories and supply chains will have sensors and readers that more precisely track materials to speed up and smooth out the manufacture and distribution of goods.
  • Environment: There will be real-time readings from fields, forests, oceans, and cities about pollution levels, soil moisture, and resource extraction that allow for closer monitoring of problems.

Older Adults and Technology Use

America’s seniors have historically been late adopters to the world of technology compared to their younger compatriots, but their movement into digital life continues to deepen, according to newly released data from the Pew Research Center.

In this report, we take advantage of a particularly large survey to conduct a unique exploration not only of technology use between Americans ages 65 or older and the rest of the population, but within the senior population as well. Two different groups of older Americans emerge. The first group (which leans toward younger, more highly educated, or more affluent seniors) has relatively substantial technology assets, and also has a positive view toward the benefits of online platforms. The other (which tends to be older and less affluent, often with significant challenges with health or disability) is largely disconnected from the world of digital tools and services, both physically and psychologically. As the Internet plays an increasingly central role in connecting Americans of all ages to news and information, government services, health resources, and opportunities for social support, these divisions are noteworthy -- particularly for the many organizations and individual caregivers who serve the older adult population.

Among the key findings of this research:

  • Six in ten seniors now go online, and just under half are broadband adopters
  • Younger, higher-income, and more highly educated seniors use the internet and broadband at rates approaching -- or even exceeding -- the general population; Internet use and broadband adoption each drop off dramatically around age 75
  • Older adults face a number of hurdles to adopting new technologies, from physical challenges, skepticism about technology, and difficulty in learning new technology
  • Once seniors join the online world, digital technology often becomes an integral part of their daily lives
  • Seniors differ from the general population in their device ownership habits in that fewer older adults own mobile devices, and among older adults, tablets and e-book readers are as popular as smartphones
  • 27% of older adults use social networking sites such as Facebook, but these users socialize more frequently with others compared with non-SNS users

From Distant Admirers to Library Lovers -- and beyond

The focus of this report is the creation of a new typology of Americans’ public engagement with public libraries, which sheds light on broader issues around the relationship between technology, libraries, and information resources in the United States. This report describes nine groups of Americans that reflect different patterns of public library engagement, from high engagement to non-engagement groups. Respondents were sorted into groups based on analysis of factors such as: the importance of public libraries in their lives; how they use libraries; and how they view the role of libraries in communities. Among the broad themes and major findings:

  • Public library users and proponents are not a niche group: 30% of Americans ages 16 and older are highly engaged with public libraries, and an additional 39% fall into medium engagement categories.
  • Americans’ library habits do not exist in a vacuum: Americans’ connection -- or lack of connection -- with public libraries is part of their broader information and social landscape. As a rule, people who have extensive economic, social, technological, and cultural resources are also more likely to use and value libraries as part of those networks.
  • Life stage and special circumstances are linked to increased library use and higher engagement with information: Deeper connections with public libraries are often associated with key life moments such as having a child, seeking a job, being a student, and going through a situation in which research and data can help inform a decision.

On the other hand, those who are less engaged with public libraries are often less engaged in their communities overall. Particularly for the low engagement groups, lower rates of library use and lack of familiarity with libraries seem to coincide with lower patterns of social and civic engagement in other areas of their lives. Members of low and non-engagement groups tend to be less comfortable navigating various types of information, such as finding material about government services and benefits.

Digital Life in 2025

This report is the latest research report in a sustained effort throughout 2014 by the Pew Research Center to mark the 25th anniversary of the creation of the World Wide Web by Sir Tim Berners-Lee. He wrote a paper on March 12, 1989 proposing an “information management” system that became the conceptual and architectural structure for the Web. He eventually released the code for his system -- for free -- to the world on Christmas Day in 1990.

Our first report tied to the anniversary looked at the present and the past of the Internet, marking its strikingly fast adoption and assessing its impact on American users’ lives. A canvassing of 2,558 experts and technology builders about where we will stand by the year 2025 finds striking patterns in their predictions. In their responses, these experts foresee an ambient information environment where accessing the Internet will be effortless and most people will tap into it so easily it will flow through their lives “like electricity.” They predict mobile, wearable, and embedded computing will be tied together in the Internet of Things, allowing people and their surroundings to tap into artificial intelligence-enhanced cloud-based information storage and sharing. There is remarkable consensus about the advances in technology that will occur over the next decade, which include:

  • A global, immersive, invisible, ambient networked computing environment built through the continued proliferation of smart sensors, cameras, software, databases, and massive data centers in a world-spanning information fabric known as the Internet of Things.
  • “Augmented reality” enhancements to the real-world input that people perceive through the use of portable/wearable/implantable technologies.
