The Federal Communications Commission committed $37.7 million in a new funding round through the Emergency Connectivity Fund Program, which provides digital tools and services to support students in communities across the country. This funding commitment supports applications from the third application window, benefitting approximately 100,000 students nationwide, including students in Colorado, Illinois, Minnesota, Missouri, Montana, North Carolina, Texas, and Washington.

One year has passed since Brightspeed became the fifth largest incumbent local exchange carrier (ILEC) in the US, and it’s made some notable progress in its $2 billion multi-year fiber deployment. Most of Brightspeed’s footprint is currently served with copper, but the operator is undertaking fiber builds in 17 states and officially launched fiber service on March 1, 2023.

A $580,000 Windstream public–private partnership in Throckmorton (TX) has the provider’s Kinetic gigabit fiber broadband service available to public schools and 650 homes and businesses in the small city. The bulk of the financing—$420,000—is being provided by Windstream. The balance is coming from the Throckmorton Collegiate Independent School District’s operating budget ($20,000), the City of Throckmorton ($70,000) and Throckmorton County ($70,000).

Tachus Fiber, with help from private equity partner Crosstimbers Capital Group, is set to spend $100 million to expand its footprint in the Houston (TX) metropolitan area. The company has the aim of adding 100,000 passings in southwest Houston by the end of 2025.

In August, I had the pleasure of visiting Totelcom’s—a family-owned, rural telecommunications provider—offices and training facilities in De Leon, Texas. The visit provided insight into the work and challenges of rural providers, and how much those challenges can vary across a state as vast and geographically diverse as Texas. Totelcom trains its workers on the job by partnering new employees with more experienced staff who show them the ropes and provide valuable mentorship.

Texas could have nearly $5 billion directed toward expanding broadband availability statewide if voters approve a state constitutional amendment on the ballot in November. Texas will receive more than $3.3 billion in federal money—more than any other state—to help expand broadband access.

The future for rural areas without internet access could be bleak, said Simone of GrantWorks. If an area lacks the internet connectivity businesses and employees need for work and life, they won’t stay there. Communities that do invest in broadband, however, could grow. That's why the East Texas Council of Governments is planning for broadband expansion in the region.
