Federal Communications Commission Chairman Tom Wheeler announced that the following items will tentatively be on the agenda for the next open meeting scheduled for Tuesday, September 30, 2014:
- Sports Blackout Rules: The Commission will consider a Report and Order that would eliminate the Commission’s sports blackout rules, which can prevent consumers from watching their teams’ games on local television.
- Comprehensive Review of Licensing and Operating Rules for Satellite Services: The Commission will consider a Further Notice of Proposed Rulemaking to streamline and update Part 25 of the Commission’s rules, which governs licensing and operation of space stations and earth stations for the provision of satellite communication services. These proposals will amend, clarify or eliminate numerous rule provisions and reduce regulatory burdens.
- Part 15 NPRM: The Commission will consider a Notice of Proposed Rulemaking to revise rules for unlicensed operations in the TV bands and new 600 MHz Band, including fixed and personal/portable white space devices and unlicensed microphones. The proposed changes and new rules are intended to allow more robust and spectrally efficient unlicensed operations without increasing the risk of harmful interference to other users.
- Wireless Microphones NPRM: The Commission will consider a Notice of Proposed Rulemaking to address the needs of wireless microphone users, while recognizing that they must share spectrum with other wireless uses in an increasingly crowded spectral environment.

Federal Communications Commission Chairman Tom Wheeler announced that the following items will be on the tentative agenda for the next open meeting scheduled for August 8, 2014; The FCC will consider:
- A Report and Order to streamline and update the rules governing the construction, marking, and lighting of antenna structures.
- A Second Report and Order and Third Further Notice of Proposed Rulemaking that establishes deadlines for covered text providers to be capable of delivering texts to appropriate 911 public safety answering points, and seeks comment on potential improvements to current text-to-911 technology, such as through better location information.

The FCC will consider:
- A Report and Order to modernize the E-Rate program and expand support for Wi-Fi connectivity for schools and libraries. The R&O seeks to close the Wi-Fi gap, make E-Rate dollars go farther, and deliver faster, simpler and more efficient applications and other processes;
- A Report and Order establishing a budget and a methodology for selecting winning applications for the Connect America rural broadband experiments adopted by the Commission in the January Tech Transitions Order; and
- A Second Order on Reconsideration and a Second Further Notice of Proposed Rulemaking that revisits the Commission’s determinations regarding the captioning of video clips when delivered using Internet protocol, ensuring that individuals with hearing disabilities are able to enjoy the full benefits of broadband technology.
The Commission is waiving the sunshine period prohibition until 11:59 pm on July 7, 2014, permitting presentations with respect to the aforementioned items until that time.

The FCC will hear:
- a presentation with an update on the efforts to transition circuit-switched networks to Internet Protocol (IP) networks. The presentation will include a status report on the voluntary experiments proposed by AT&T designed to assess how the transition to IP networks affects users.
- a presentation with an update on the continuing efforts to launch new and diverse voices to the American public via increased access to Low Power FM radio stations.
The FCC will consider:
- A Memorandum Opinion and Order concerning an Application for Review filed by ADX Communications of Escambia and Pensacola seeking review of Media Bureau decisions granting assignment applications.
- A Memorandum Opinion and Order concerning an Application for Review filed by The Curators of the University of Missouri seeking review of the Media Bureau’s dismissal of its rulemaking petition to reserve Channel 252C2 in Columbia, Missouri, for noncommercial educational use.
- A Memorandum Opinion and Order concerning an Application for Review filed by Smile FM seeking review of the Media Bureau’s dismissal of its application for a new noncommercial educational FM station at Yates, Michigan.
- A Memorandum Opinion and Order concerning an Application for Review filed by TJN seeking review of a decision by the Media Bureau dismissing its application for a new noncommercial FM station at Gold Beach, Oregon.
- A Memorandum Opinion and Order concerning an Application for Review filed by Dr. Glenn W. Cherry and Charles W. Cherry, II, seeking review of several decisions by the Media Bureau.
- A Memorandum Opinion and Order concerning an Application for Review filed by Chicago Public Media seeking review of a decision by the Media Bureau granting a new noncommercial educational FM station in Antioch, Illinois to BVM Helping Hands.
- A Memorandum Opinion and Order concerning an Application for Review filed by World Revivals, Inc., seeking review of a several decisions by the Media Bureau.

Agenda
Incentive Auction: The Commission will consider a Report and Order that adopts key policies and rules for the broadcast television spectrum incentive auction, laying the groundwork for an unprecedented, market-driven process for repurposing spectrum for mobile broadband use, and promoting competition and innovation.
Mobile Spectrum Holdings: The Commission will consider a Report and Order that modifies the Commission’s policies and adopts rules regarding the aggregation of spectrum for mobile wireless services through initial licensing and secondary market transactions to preserve and promote competition.
Wireless Microphones: The Commission will consider a Report and Order that provides a limited expansion to the class of wireless microphone users eligible for a license.
Protecting and Promoting the Open Internet: The Commission will consider a Notice of Proposed Rulemaking addressing the D.C. Circuit Court of Appeals’ remand of portions of the Commission’s 2010 Open Internet Order and proposing enforceable rules to protect and promote the open Internet.

The FCC will consider:
- A Report and Order, Declaratory Ruling, Order, Memorandum Opinion and Order, and Seventh Order on Reconsideration taking significant steps to continue the implementation of the landmark reforms adopted in the 2011 USF/ICC Transformation Order to modernize universal service for the 21st century. An accompanying Further Notice of Proposed Rulemaking proposes measures to update and further implement the framework adopted by the Commission in 2011.
- A Further Notice of Proposed Rulemaking that would implement an innovative three-tier spectrum sharing approach to make up to 150 megahertz of spectrum available for wireless broadband use in the 3550-3700 MHz band.
- A Memorandum Opinion and Order concerning a joint Application for Review filed by Clear Creek Radio, Inc., Fraser Valley Community Media, Inc., The North Fork Angling Society, and RV Ministries, Inc., seeking review of a waiver request denial by the Media Bureau.
- A Memorandum Opinion and Order concerning an Application for Review filed by Puerto Rico Public Broadcasting Corporation seeking review of a waiver request dismissal by the Media Bureau.
- A Memorandum Opinion and Order concerning an Application for Review filed by William B. Clay seeking review of a minor modification grant by the Media Bureau.

The Commission will consider:
- A First Report and Order that would revise rules to make 100 megahertz of 5 GHz U-NII-1 band unlicensed spectrum more useful for consumers and businesses, and reduce the potential for harmful interference to certain incumbent operations.
- A Report and Order that would adopt allocation, licensing, service, and technical rules to make available for auction 65 megahertz of AWS-3 spectrum for flexible use services, including mobile broadband.
- An Order making certain rule revisions and clarifications to facilitate the fair and effective completion of retransmission consent negotiations, and a Further Notice of Proposed Rulemaking seeking comment on whether to eliminate the network non-duplication and syndicated exclusivity rules.
- A Further Notice of Proposed Rulemaking that initiates the 2014 Quadrennial Review of broadcast ownership rules, addresses issues referred to the Commission by the Third Circuit’s remand of the 2008 Diversity Order, and a Notice of Proposed Rulemaking to define and require the disclosure of a category of sharing agreements between broadcast television stations. The accompanying Report and Order determines that certain television joint sales agreements are attributable.

Federal Communications Commission Chairman Tom Wheeler announced that the following items will be on the tentative agenda for the next open meeting scheduled for Thursday, February 20, 2014:
- Promoting Quality Closed Captioning to Make Television Programming Accessible to All: The Commission will consider a Report and Order, Declaratory Ruling, and Further Notice of Proposed Rulemaking that addresses the quality and technical compliance of closed captioning on television programming to ensure that video programming is fully accessible to individuals who are deaf and hard of hearing.
- Improving Wireless E911 Location Accuracy: The Commission will consider a Third Notice of Proposed Rulemaking to ensure that accurate caller location information is automatically provided to public safety officials for all wireless calls to 911, including indoor calls, to meet consumer and public safety needs and expectations, and to take advantage of new technological developments.

- Advancing Technology Transitions While Protecting Network Values: The Commission will consider a Report and Order, Notice of Proposed Rulemaking, and Notice of Inquiry that invites diverse technology transitions experiments to examine how to best accelerate technology transitions by preserving and enhancing the values consumers have come to expect from communication networks.
- Enabling Nationwide Text-to-911 Service for the 21st Century: The Commission will consider a Policy Statement and Further Notice of Proposed Rulemaking that sets forth the agency’s policy goals regarding this critical public safety function, and seeks comment on proposals for widespread implementation and achievement of those goals.
- Incentive Auction Task Force Presentation: The Commission will receive an update on the timeline and project plan for the broadcast television incentive auction.
- Process Reform Working Group Presentation: The Commission will receive a presentation from the Staff Working Group on Process Reform at the FCC.
