The Universal Service Administrative Company (USAC) submited the federal Universal Service Support Mechanisms fund size and administrative cost projections for the first quarter of calendar year 2023 (1Q2023). USAC projects a consolidated budget of $67.28 million for 1Q2023. Direct costs for all support mechanisms total $33.88 million. Joint and common costs (including billing, collection, and disbursement activities) total $33.40 million.

The Federal Trade Commission (“FTC”) proposes to commence a rulemaking proceeding to address certain deceptive or unfair acts or practices relating to fees. The FTC is soliciting written comments, data, and arguments concerning the need for such a rulemaking to prevent persons, entities, and organizations from imposing such fees on consumers. The FTC is exploring a rule to crack down on junk fees proliferating throughout the economy. Junk fees are unnecessary, unavoidable, or surprise charges that inflate costs while adding little to no value.

The Federal Communication Commission's Office of Engineering and Technology conditionally approved 13 proposed automated frequency coordination (AFC) database systems to finalize development for operations in the 6 GHz band and prepare for the testing phase. This automated frequency coordination (AFC) system manages spectrum access for 6 GHz band standard-power unlicensed devices. The FCC’s recent rule changes expanded unlicensed use in the 5.925-6.425 GHz and 6.525- 6.875 GHz portions of the 6 GHz band to allow standard-power devices under the control of an AFC.

The Federal Communications Commission's Wireless Telecommunications Bureau granted six 900 MHz broadband segment licenses to PDV Spectrum Holding Company, a wholly owned subsidiary of Anterix. Anterix is the largest holder of 900 MHz spectrum nationwide and has been courting utilities, which are interested in the spectrum for private LTE as they look to modernize and future-proof critical power grid infrastructure. The licenses are in Vernon County, St Clair, Barton, Jackson, and Jackson counties (MO) and Jackson County (KS).

The Department of Commerce/Enterprise Services intends to negotiate a sole source, firm fixed price contract with CostQuest Associates for Broadband Serviceable Location Fabric, Technology Availability Likelihood (TAL), and Network Cost Model data to meet the congressional mandate at the estimated price of $49.9 Million. This procurement will provide data to support operational needs for the Broadband Equity, Access, and Deployment (BEAD), Digital Equity (DE), the Access Broadband Act, as well as the Internet for All initiative.

The Biden-Harris Action Plan for Accelerating Infrastructure Projects describes federal actions to address these challenges accelerate the planning, design and construction of infrastructure projects across all sectors, including transportation, broadband, resiliency, and others. The Federal Communications Commission's Wireline Competition Bureau, in conjunction with the Office of Economics and Analytics, has authorized Rural Digital Opportunity Fund (Auction 904) support for 1,865 winning bids. The Federal Communications Commission's Wireline Competition Bureau provided additional information concerning the Your Home, Your Internet Pilot Program and the Affordable Connectivity Program (ACP) Navigator Pilot Program, including guidance to assist prospective applicants in preparing to apply for participation in one or both Pilot Programs. The FCC expects to open the Pilot Programs’ application window, and expects the Consumer and Governmental Affairs Bureau to release the Notice of Funding Opportunity (or NOFO) for Pilot Program funding, in November 2022.
