The Federal Communications Commission's Consumer and Governmental Affairs Bureau reminds potential applicants that complete applications to the Affordable Connectivity Outreach Grant Program (ACP Outreach Grant Program) must be received electronically through Grants.gov no later than 11:59 PM Eastern Standard Time (EST) on Monday, January 9, 2023.

The communications marketplace is in a substantial state of change and re-examination. During the past two years, the COVID-19 pandemic drove millions of people to work and learn remotely, and consumers’ demand for fixed and mobile broadband, video, and audio services increased significantly. At the same time, there were considerable developments in the regulatory, technological, and business environment that will likely influence competition in the sector in the coming years.

Federal Communications Commission Chairwoman Jessica Rosenworcel appointed seven members to the Board of Directors of the Universal Service Administrative Company (USAC). The three-year term for these positions begins on January 1, 2023.

The Federal Communications Commission's Media Bureau started the 2022 Quadrennial Review of the FCC’s media ownership rules. The Bureau seeks comment on whether the media ownership rules remain “necessary in the public interest as the result of competition.” Although the FCC has not yet adopted final rules in the 2018 Quadrennial Review proceeding, it remains cognizant of the statutory obligation to review the broadcast ownership rules every four years.

The Enforcement Bureau of the Federal Communications Commission has entered into a Consent Decree to resolve its investigation into whether Cellco Partnership d/b/a Verizon Wireless (Verizon Wireless) constructed wireless facilities without complying with the Commission’s environmental and historic preservation rules, including rules implementing the National Environmental Policy Act of 1969 (NEPA) and the National Historic Preservation Act (NHPA). The FCC's rules also direct these entities to coordinate with relevant state governments and tribal nations. To settle this matter, Verizon Wire

The Federal Communications Commission's Wireline Competition Bureau and the Office of Economics and Analytics announced they are ready to authorize Rural Digital Opportunity Fund (Auction 904) support for 1,764 Auction 904 winning bids. Nearly all of the winning bids are Resound Networks, a wireless internet service provider. Bids are to serve parts of Arizona, Arkansas, Colorado, Kansas, New Mexico, Oklahoma, and Texas. The FCC also announced that Xiber, a broadband provider headquartered in Indianapolis, is forfeiting bids in Illinois, Michigan, Ohio, and Texas. 

Here are the 2023 reasonable comparability benchmarks for fixed voice and broadband services for eligible telecommunications carriers (ETCs) that are subject to broadband public interest obligations. 

The Federal Communications Commission's Wireline Competition Bureau (WCB), in conjunction with the Office of Economics and Analytics (OEA), authorized Rural Digital Opportunity Fund (Auction 904) support for the winning bids by GigaBeam Networks in West Virginia, and Pear Networks in Vermont. The support will be disbursed in 120 monthly payments from the Universal Service Fund (USF), which will begin at the end of December 2022.

The Federal Communications Commission has received several petitions and requests from E-Rate stakeholders through the annual E-Rate eligible services list (ESL) proceedings, asking that the FCC permit the use of E-Rate program funds to support advanced or next-generation firewalls and services, as well as other network security services. The FCC's Wireline Competition Bureau seeks comment on these petitions as well as the related funding year 2023 ESL proceeding filings.

The National Telecommunications and Information Administration (NTIA) is requesting comment on the implementation of the Public Wireless Supply Chain Innovation Fund, as directed by the CHIPS and Science Act of 2022. NTIA seeks broad input and feedback from all interested stakeholders—including private industry, academia, civil society, and other experts—on this grant program to support the promotion and deployment of open, interoperable, and standards-based radio access networks (RAN). Submit written comments on or before 5 p.m. Eastern Standard Time on January 27, 2023.
