FCC Terminates Onboard Aircraft Proceeding
On December 12, 2013, the Federal Communications Commission adopted a Notice of Proposed Rulemaking proposing to revise its rules governing mobile communications services aboard airborne aircraft, and to permit inflight voice and/or data services via mobile wireless frequencies subject to certain conditions. Based on the record in response to the FCC’s proposals, the FCC declines to pursue, and hereby closes, this rulemaking proceeding. The record is insufficient to determine any reasonable solution that would strike an appropriate balance of competing interests.
Chairman Pai Names Six Members to USAC Board of Directors
Federal Communications Commission Chairman Ajit Pai appointed six members to the Board of Directors of the Universal Service Administrative Company (USAC). The three-year term for these positions begins on January 1, 2021.
ZTE Petition for Reconsideration of Security Threat Designation Denied
The Federal Communications Commission’s Public Safety and Homeland Security Bureau denied a petition for reconsideration of the Bureau’s June 30, 2020 order designating ZTE as a company posing a national security threat to the integrity of communications networks or the communications supply chain. After reviewing the record, the Bureau found no basis for reconsideration.
National Lifeline Eligibility Verifier Launches in California
The Federal Communications Commission's Wireline Competition Bureau announced the full launch of the National Lifeline Eligibility Verifier (National Verifier) in California, effective December 18, 2020.
FCC Extends COVID Related Lifeline Program Waivers through Feb. 2021
In response to the impact of the COVID-19 pandemic in the United States, the Federal Communications Commission's Wireline Competition Bureau has waived certain Lifeline program rules in five previous orders to provide necessary relief for low-income households.
Mixed Decision on Waiver of Lifeline Minimum Service Standards
The Federal Communications Commission's Wireline Competition Bureau addresses the petition of the National Lifeline Association (NaLA), seeking a waiver of the FCC’s rules updating the Lifeline program’s minimum service standard for mobile broadband usage, which otherwise would take effect on December 1, 2020. NaLA also seeks to halt the phase-down of the support amount for Lifeline service that does not meet the broadband minimum standard, which will decrease from $7.25/month to $5.25/month on December 1, 2020.
Auction 107 (3.7 GHz Service) Qualified Bidders
By this Public Notice, the Federal Communications Commission identify 57 applicants that are qualified to bid in Auction 107. Auction 107 will offer new flexible‐use overlay licenses for spectrum in the 3.7–3.98 GHz band (3.7 GHz Service) throughout the contiguous US, subject to clearing requirements. Bidding in Auction 107 is scheduled to begin on Dec 8, 2020. This Public Notice also provides important information to qualified bidders concerning access to the Auction 107 bidding system, available educational materials, the mock auction, and the start of bidding for Auction 107.
FCC Announces USF Support for High-Speed Broadband in US Virgin Island
The Federal Communications Commission announced that funding through the Connect USVI Fund Stage 2 Competitive Process will bring 1 gigabit per second fixed broadband service to all locations in the US Virgin Islands. Specifically, the winning applicant, Broadband VI, is eligible for $84.5 million over 10 years to provide the highest performance tier of 1 Gbps service to 46,039 locations after a competitive process that weighted price, network performance, including speed, latency, and usage allowance, and network resiliency and redundancy.
Connect America Fund Phase II Auction Support Authorized For 6 Winning Bids
The Federal Communications Commission's Wireline Competition Bureau, in conjunction with the Rural Broadband Auctions Task Force and the Office of Economics and Analytics, authorized Auction 903 support for the six winning bids by Velocity.Net Communications in Pennsylvania.
FCC Announces More Tribal Spectrum Applications Accepted for Filing
The Federal Communications Commission Wireless announced that a second group of 2.5 GHz band spectrum license applications received as part of the Rural Tribal Priority Window have passed initial review and are accepted for filing. The Tribal applicants that filed these 57 applications are now one step closer to obtaining access to this prime mid-band spectrum to help address the connectivity needs of their rural communities.
