FCC Opens Second E-Rate Application Window for Funding Year 2020

The Federal Communications Commission’s Wireline Competition Bureau opened a second funding year 2020 filing window to allow schools to request additional E-Rate funding specifically to address increased on-campus bandwidth needs. Schools across the United States continue to face unprecedented disruptions and challenges due to the COVID-19 pandemic. As the school year begins, many school districts are relying on remote learning, either in whole or in part, to educate students.

Special Authority To Enable Funding of Broadband and Smart Utility Facilities Across Select Rural Development Programs

4th Quarter USF Contribution Factor is 27.1 percent

The Federal Communications Commission's Office of Managing Director (OMD) announces that the proposed universal service contribution factor for the fourth quarter of 2020 will be 0.271 or 27.1 percent. 

Chairman Pai Proposes More Critical Mid-Band Spectrum for 5G

Federal Communications Commission Chairman Ajit Pai shared with his colleagues a draft proposal which would take decisive steps toward making the 3.45-3.55 GHz band available for commercial use throughout the contiguous US. This item will be on the agenda of the FCC’s Sept 30 Open Meeting and, if adopted, would position this 100 megahertz of mid-band spectrum for commercial 5G use. 

FCC Releases Results of Supply Chain Information Collection

The Federal Communications Commission released the results of its efforts to identify use of Huawei and ZTE equipment and services in US telecommunications networks that receive support from the federal Universal Service Fund. The FCC’s Nov 2019 order barring the use of USF support for the purchase of equipment and services from companies that pose a national security threat initially designated Huawei and ZTE as covered entities and directed FCC staff to conduct this information collection.

FCC Provides Information, Guidance for Connected Care Pilot Program

The Federal Communications Commission released a Public Notice providing additional information and guidance for potential applicants interested in applying for its Connected Care Pilot Program. The Pilot Program will provide up to $100 million from the Universal Service Fund over a three-year period to support the provision of connected care services, with an emphasis on supporting these services for lowincome Americans and veterans. The FCC will release a subsequent Public Notice with details regarding application procedures, including the timing of the application window. 

FCC Authorizes $5.2 Million for Rural Broadband in Mississippi

The Federal Communications Commission authorized $5,206,701 in funding over ten years for Viasat Carrier Services, Inc., to deploy broadband to 13,819 rural homes and businesses in Mississippi. The funding represents the 15th wave of support from the successful 2018 Connect America Fund Phase II auction. Viasat must use this funding to provide service with a minimum speed of 25/3 Mbps.

FCC Announces Winning Bidders of 3.5 GHz Band Auction

The Federal Communications Commission released a Public Notice detailing the results of and next steps related to the recently concluded auction of 70 megahertz of Priority Access Licenses (PALs) in the 3550-3650 MHz band (Auction 105). This auction made available the greatest number of spectrum licenses ever in a single FCC auction. The Public Notice details auction results—including the names of winning bidders—and announces deadlines for payments and the filing of long-form applications, as well as other post-auction procedures needed for the prompt issuance of licenses.

FCC seeks Comment On Emergency Access To Wi-Fi Access Points And Spectrum For Unlicensed Devices
