As part of our 5G FAST plan, we are pursuing additional opportunities to free up mid-band spectrum for next-generation wireless networks. Following the 3.5 GHz band auction, the FCC plans to hold an auction in the 2.5 GHz band. With almost 200 megahertz, this is the largest contiguous band of terrestrial, flexible use spectrum below 3 GHz in the United States. But it’s dramatically underused today—existing licenses cover only about one-half of the country, and the spectrum often vacant west of the Mississippi River.

I’m going to say a word or concept—something about wireless—and I’m going to ask you to raise your hands—is it overrated or underrated? And in return, I’ll share my two cents about it, too.

2019 has been the Year of 5G. And most Americans know something about 5G by now. But we need to do a better job of explaining 5G in plain terms. It’s important that we meet this communications challenge. We have to shift our audience from those who are immersed in tech and telecom to ordinary people who aren’t interested in the latest 3GPP release but who are very interested in how new tools can make their jobs more rewarding, their kids’ schools more enriching, and their families closer.

When you visit today’s libraries, they are a long ways from the Dewey decimal system. I have observed at least four ways that libraries today are serving Americans in exciting new ways as 21st Century Community Tech Hubs, and are “meeting people where they are.” First, libraries are providing internet access to Americans who otherwise lack it—they are lending their Wi-Fi signals and, in some cases, are lending connectivity itself. Lending hot spots provides a connection when the internet is available in neighborhoods, but not at an affordable rate.

Based on what we’ve learned, we’ve formulated three basic broadband principles for community anchor institution policy.

Bridging the digital divide can help address our nation’s persistent health disparities. Rural Americans not only face limited access to health-care facilities, but “suffer from higher rates of obesity, mental health issues, diabetes, cancer, and opioid addiction.” But the tie that also binds is the lack of high-speed broadband connectivity in low-income communities, too. Rural America, as you know, is facing a physician shortage and low-income and rural populations are less likely to have choice when it comes to broadband providers.

The rights enshrined in the First Amendment, including freedom of speech and freedom of the press, guide the Federal Communications Commission’s public interest standard, which must inform everything that we do. But the fact that those celebrated words were written into the Bill of Rights does not, in and of itself, guarantee that it will work as intended. The First Amendment is not self-executing. Preserving its guarantees requires the vigilance of regulators, the media, and the public alike. Ida B.

I’d like to outline a few areas of our Universal Service Fund policy that I am currently focused on and address certain matters in need of attention.

In 2018, I talked about our 5G FAST plan. The plan has three central planks: freeing up spectrum, promoting wireless infrastructure, and modernizing our regulations to promote more fiber deployment. We’ve been active on all three fronts, and there’s mounting evidence that our efforts are working.  We’re working on the complicated task of freeing up spectrum for 5G in the 3.7-4.2 GHz band, commonly called the C-Band. This is a critical band for 5G, and I’m optimistic that we will have results to show on this front this fall.

The US broadband and media industries are increasingly becoming consolidated, deregulated and freed of accountability, with little attention either from policymakers or the media. While Mexico is moving forward -- having recently developed new institutions and regulations intended to promote competition and accountability in telecommunications and media, the US is moving backwards. Competition in broadband and media in the US is vanishing as a result of decisions, big and small, by the Trump Administration.
