I look forward to discussing 6G and how we can work with our partners to promote open, interoperable, secure, and reliable approaches to this technology. 6G will be the next step in the evolution and revolution of mobile data. To start, 6G will be deployed at a time when mobile connectivity has become centrally important in our daily lives.

Today, government officials have new strategic decisions to make just as momentous as the ones the intersection of policy and technology dumped in our Federal Communications Commission laps back in the early 1990’s. As we look out on a future in which more and more of our economic and civic activity involves online communications, we should not forget there is an urgent and critical task: eliminating the digital divide.

History always renders a powerful and positive verdict for any group that understands that there are some things that cannot be allowed to divide a nation. And then acts to close that divide. I don’t want claim that the achieving universal broadband connectivity has the same moral imperative as ending slavery or drastically reducing poverty. But it is no small thing. And sometimes things that are not front-page news, overtime have enormous impacts.

Federal Communications Commission Chairwoman Jessica Rosenworcel delivered remarks on April 6th, 2023, about the state of communications infrastructure in Indian Country to the 2023 Reservation Economic Summit. "I believe affordable broadband access is a prerequisite for full participation in our society and economy." This statement made by Rosenworcel in her speech highlights the importance of universal broadband access. Rosenworcel discusses the COVID-19 pandemic and how it has brought attention to the digital divide affecting low-income families and rural communities.

On April 1, 2023, US Vice President Kamala Harris delivered remarks in Lusaka, Zambia on US partnership with African nations to promote digital inclusion efforts in the continent. "The United States is committed to strengthening our partnerships across the continent of Africa with governments, with the private sector, and civil society," said the Vice President. In her remarks, Harris highlighted digital disparities faced by populations in Africa and funding opportunities announced by the White House.

This is a moment steeped in optimism about our connected future. There are many opportunities to join forces—across government, industry and community organizations. Collectively, we can get big things done. Our current project is to achieve connectivity for all. And, according to the Infrastructure Investment and Jobs Act timeline, if we all hit of our marks, that goal could be achieved by the end of this decade. The question I’d like to pose is this: We have always seen universal connectivity as the end goal.

The Federal Communications Commission has big plans for that future. Because a few months ago, I announced a shake-up at the Federal Communications Commission. I shared my plans to reorganize the agency to create a new Space Bureau. This effort is part of what I believe needs to be a broader rethinking of satellite policy in the United States. There are now new technologies in the space industry, thousands of satellite applications pending before the agency, and so many more innovations on the horizon that I believe we cannot keep doing things the old way and expect to thrive in the new.

While I think that fixed wireless technology can efficiently serve all communities, this is especially true for rural communities, because fixed wireless is high-speed, reliable, and perhaps most importantly, can be deployed quickly. Rural America needs access to high-speed and reliable technologies today, not years from now, in order to remain competitive in our nation’s economy.

I’d like to focus on the future of 5G as a technology that I think could revolutionize private networking in the US and allow this country to strengthen its international position in manufacturing. Apart from its benefits to consumers, I know that many policymakers are counting on the 5G revolution to create new application frameworks and new industrial possibilities. Non-phone, non-consumer cellular devices are a product category that goes from niche to viability at scale through 5G’s capacities in latency, density, multiple planes, and network edge intelligence.

With Affordable Connectivity Program enrollment picking up, we’ll need to address the longevity of the program’s funding before too long. We’re much better off addressing the issue quickly and with certainty—and there are three basic reasons why that is so. First, we must keep the millions of Americans who have signed up for the program secure in their access to broadband. Second, there are millions more who are eligible, and we need to get them signed up.
