FTC Chairman Simons Names Senior Staff

Federal Trade Commission Chairman Joseph Simons has named seven senior staff members:
- Cathy MacFarlane has been appointed as Director of the Office of Public Affairs, returning to the position she held from 2001 to 2003. Following her FTC tenure, MacFarlane served as the Assistant Secretary for Public Affairs at the U.S. Department of Housing and Urban Development and headed up communications and public affairs for ING DIRECT USA and ZenBanx. Earlier in her career, she was Vice President of Devillier Communications, an Associate with Cassidy & Associates, and the Director of Business Development for Jones Day. She began her career with the Federal Bureau of Investigation, and served at the Department of Justice’s National Institute of Justice. MacFarlane earned a B.A. from Manhattanville College and an M.A. from Georgetown University.
- Tara Isa Koslov has been appointed Interim Chief of Staff to the Chairman, after nearly two years as Acting Director of the Office of Policy Planning. She had been OPP Deputy Director since March 2011, and previously served as an attorney advisor to three Commissioners. She joined the Commission in 1997, as a staff attorney in the Bureau of Competition, following several years in private practice. Koslov is an honors graduate of Harvard Law School and Brown University.
- Randolph W. Tritell will continue as Director of the Office of International Affairs. He previously led the FTC’s International Antitrust Division and was a staff attorney in the Bureau of Consumer Protection, Assistant to the Director of the Bureau, Attorney Advisor to former Commissioner Terry Calvani, and Executive Assistant to the Chairman. A former Weil, Gotshal & Manges partner, Tritell is a graduate of the University of Pennsylvania Law School and the State University of New York at Stony Brook.
- Jeanne Bumpus will continue to serve as Director of the Office of Congressional Relations. She previously was a principal advisor to Arizona Senator John McCain and served as Staff Director and Chief Counsel for the U.S. Senate Committee on Commerce, Science, and Transportation. Bumpus was formerly Legislative Counsel to Washington State Senator Slade Gorton. She is a graduate of the University of California Berkeley School of Law and the University of California, San Diego.
- David B. Robbins will continue to serve as Executive Director of the agency. He was previously managing director/chief operating officer for the Federal Communications Commission, and associate administrator for the Small Business Administration’s Office of Management and Administration. He also served as an assistant director, attorney, and senior program manager in the FTC’s Bureau of Consumer Protection. Robbins earned a bachelor’s degree from Rutgers University and a J.D. from Seton Hall University School of Law.
- Donald S. Clark will continue to serve as the Secretary of the FTC. He was previously an Attorney Advisor to former Chairman Daniel Oliver, former Acting Chairman Terry Calvani, and former Commissioner George Douglas, and a staff attorney in the Bureau of Competition and the Bureau of Consumer Protection. Clark has a B.A. and M.A. in Economics from Stanford University, and a J.D. from the University of California at Los Angeles School of Law.
- Kevin D. Williams will continue to serve as the Director of the Office of Equal Employment Opportunity and Workplace Inclusion. He joined the agency as an Attorney Advisor in the Office of EEOWI in 2007, having worked at the Equal Employment Opportunity Commission in the Office of the General Counsel and the Office of Federal Operations. Williams is a graduate of Howard University School of Law and Morehouse College.
