A new administration and Congress signal the possibility of a new direction for tech policy. If that proves to be the case, then history may record 2024 as the high-water mark for the “techlash” phenomenon of recent years. But as we push forward, it is worth pausing to reflect on some of the past year’s worst tech policies that served as exemplars of their era. They included legislative and regulatory proposals, enforcement actions, and broader policy agendas on issues ranging from AI to antitrust—all born of animus and fear, not just of large technology companies, but of technological innovation itself.
