NTIA Establishes Two Broadband-Focused Offices
The National Telecommunications and Information Administration (NTIA) established the Office of Internet Connectivity and Growth (OICG) and the Office of Minority Broadband Initiatives (OMBI). The changes to NTIA’s organizational structure were adopted on August 13, 2021, in a new Department Organization Order (DOO), which replaced a previous DOO dated September 2012.
NTIA’s Broadband Infrastructure Program Receives Over 230 Applications, More Than $2.5 Billion in Funding Requests
The National Telecommunications and Information Administration has received more than 230 applications for the Broadband Infrastructure Program, for a total of more than $2.5 billion in funding requests across 49 states and US territories. NTIA has begun reviewing the applications as part of the $288 million grant program, which was funded by the Consolidated Appropriations Act, 2021. Grants will be awarded to covered partnerships between a state, or political subdivisions of a state, and providers of fixed broadband service.
NTIA Releases 5G Listening Sessions Summary of Conclusions

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) released a Notice of Funding Opportunity for the Connecting Minority Communities Pilot Program, which will direct $268 million for expanding broadband access and connectivity to eligible Historically Black Colleges or Universities (HBCUs), Tribal Colleges or Universities (TCUs), minority-serving institutions (MSIs), and consortia led by an HBCU, TCU, or MSI that also include a minority business enterprise or tax-exempt 501(c)(3) organization. FCC-NTIA Joint Coordination Procedure Notice on 3.45-3.55 GHz
The Federal Communications Commission’s Wireless Telecommunications Bureau (WTB) and the National Telecommunications and Information Administration (NTIA) issued a joint Public Notice to provide information about the cooperative sharing framework for federal and non-federal coordination in certain defined areas where and when federal incumbents require continued access in the 3.45–3.55 GHz band. The notice provides information and guidance on the overall coordination process, as contemplated by the 3.45 GHz Band 2d R&O.
