Schools Health & Libraries Broadband Coalition

On April 30, the SHLB Coalition partnered with CoSN, Funds For Learning, and SETDA to share the funding and policy actions necessary to connect students, teachers, and library patrons. Schools have either closed or shifted to online learning to mitigate further spread of COVID-19. According to analysis from Funds For Learning, at least 7.15 million U.S. households are unable to show up for class because they lack broadband access at home.

The Schools, Health & Libraries Broadband (SHLB) Coalition believes the “Emergency Educational Connections Act of 2020” (H.R. 6563), introduced by Rep. Grace Meng (D-NY), is extremely important to help students engage in online learning from home during the COVID-19 pandemic. The legislation will provide $2 billion in emergency supplemental funding for the Federal Communications Commission’s E-rate program to fund broadband connections and devices for the millions of students that do not have broadband at home.

The lack of affordable residential broadband reflects a failure of US broadband policy. The National Broadband Plan of 2010 called for ubiquitous, affordable, high-speed broadband for all by the year 2020. Depending on which measure you use, the U.S. has fallen short by 10% to 50%. We are now suffering the consequences – residential broadband is often slow, expensive, and not universally available.

The Schools, Health & Libraries Broadband (SHLB) Coalition released its 2020 Policy Roadmap, outlining the path forward for community anchor institution (CAI) broadband. Schools, libraries, healthcare providers, and other CAIs rely on high-quality broadband to provide essential services to their communities. It is imperative that policymakers, industry, and anchor institutions collaborate to connect all CAIs to affordable, gigabit broadband – a key step in closing the digital divide. The SHLB Coalition will pursue the following policy priorities in 2020:
