Maryland Department of Housing and Community Development Secretary Jake Day announced that applications are open for the Office of Statewide Broadband’s new Computer Labs Program. The new digital equity program will administer $2 million in grants to local governments and other partners to support the creation and expansion of computer labs and centers.

The Northeast Digital Equity Summit (NDES) convened educators and researchers from land-grant universities across the Northeast in a virtual setting on September 19, 2023. Organized by Penn State Extension, University of Maryland Extension (UME), Cornell Extension, and the Northeast Regional Center for Rural Development (NERCRD), the primary emphasis of the summit was to explore how the inherent characteristics of extension programs make them well-suited for leading collaborative efforts toward achieving localized digital equity.

Maryland has named the senior leadership team for its Digital Service, an IT department division that launched in January. The Digital Service aims to improve residents’ access to digital services and benefits, lower the costs of providing these services and help state agencies offer “well-designed and user-centered digital experiences.” Rather than rely on vendors or contractors for this work, the state chose to make the Digital Service an in-house team of full-time employees.

According to the American Community Survey, 94.1 percent of Maryland residents have a home internet subscription of some kind which—while outperforming the national rate by 3.8 percentage points—still indicates that a sizable number of Maryland households are disconnected from the internet at home.

Sen Chris Van Hollen (D-MD), Baltimore City Mayor Brandon Scott (D-MD), and Federal Communications Commission Chairwoman Jessica Rosenworcel spoke about plans to expand internet connectivity in Baltimore. The Enoch Pratt Free Library currently has about 2,000 hotspots in circulation. According to Meghan McCorkell, Enoch Pratt Free Library’s chief of marketing, communications and strategy, about 969 people are waiting for a hotspot.

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) has approved Maryland’s Initial Proposals for the Broadband Equity, Access, and Deployment (BEAD) program, a cornerstone of the Biden-Harris Administration’s “Internet for All” initiative.

Governor Moore (D-MD) announced $19.6 million in Fiscal Year 2024 awards through a new Maryland Department of Housing and Community Development program to help more Marylanders access high-speed, affordable internet. Home Stretch for Difficult to Serve Properties, administered by the department’s Office of Statewide Broadband, will provide internet access to approximately 2,400 unserved Maryland households in its first round. Home Stretch for Difficult to Serve Properties is part of the department’s new initiative to serve remaining Maryland households without internet access.

Governor Wes Moore (D-MD) signed two measures into law that are aimed at better protecting personal data online from Big Tech, including a bill making Maryland the second state to try to create strong limits on information collected on children. The measure, known as the Maryland Kids Code, seeks to limit data that could be collected from children online and protect them from being flooded with harmful material they were not trying to find. Supporters say the new law aimed at protecting children was crafted to withstand court challenges like one that halted a California law.

The state of Maryland has created a useful online dashboard showing how much broadband funding it awarded between 2019 and 2023.
