States are using their digital equity plans to demonstrate how successful digital inclusion efforts can advance progress toward other goals, including improvements to civic and social engagement, economic development, education, health care, and delivery of essential services.

At the Connected Oklahoma – Rural Broadband Summit in Oklahoma City, I shared my thoughts on the future of the Universal Service Fund (USF) and Low Earth Orbit satellites. Here's the homework I asked the audience to do:

Public spaces across Pennsylvania are about to get an internet upgrade. The Pennsylvania Broadband Development Authority (PBDA) announced $45 million in funding for the Multi-Purpose Community Facilities Program, which provides money to community organizations and local governments to upgrade public facilities. The program will provide grants to 49 projects in 26 counties across the commonwealth. The grants will go toward building and improving public spaces such as schools, libraries, community centers and healthcare facilities for free, high-speed internet.

The National Telecommunications and Information Administration (NTIA) celebrates National Hispanic Heritage Month by showcasing one of its Internet for All grantees that embodies this year’s theme: "Pioneers of Change: Shaping the Future Together." At Universidad Ana G. Méndez, Carolina Campus (UAGM-CC) principal investigator and agent of change Dr. Luis Rosario-Albert leads the effort to connect Carolina County, Puerto Rico residents to Internet services and digital skills training through the UAGCM-CC Broadband Digital Inclusion Project (BDIP).

Heartland Forward is launching an initiative to expand telehealth access in Arkansas and Oklahoma by teaching librarians how to prepare community members for a telehealth visit.

The Federal Communications Commission and the Department of Education, with input from the Cybersecurity and Infrastructure Security Agency, released a resource guide to help schools and libraries evaluate their cybersecurity risks and identify the most impactful cybersecurity solutions.

Kansas State University is establishing a program to improve broadband access for thousands of Kansans, helping them navigate the digital economy more safely and successfully.

Building on his calls for school districts to restrict the use of smartphones on school campuses, Governor Gavin Newsom (D-CA) signed Assembly Bill 3216, the Phone-Free School Act, to require every school district, charter school, and county office of education to adopt a policy limiting or prohibiting the use of smartphones by July 1, 2026.

Federal Communications Commission Chairwoman Jessica Rosenworcel continued her 2024 Connectivity Tour, focused on closing the Homework Gap, with a visit to Winters’ Well Elementary School in Tonopah (AZ). She was joined by Saddle Mountain Unified School District Superintendent Dr. Mike Winters to meet with parents, teachers, and school staff to discuss access to broadband for students in rural communities through the federal E-rate program and how updates to this foundational program can improve internet access to students regardless of where they live.

One in five U.S. students attends K-12 school in a rural district. The reduced economies of scale in those schools can result in limited funding, barriers to on-going professional training for teachers and other factors that implicate trickle-down impacts on student experiences. However, many schools are developing creative solutions to address their needs, relying on technology and innovative solutions.
