Emergency Connectivity Fund

The American Rescue Plan invested in all of America and provided direct relief to every town, city, county, Tribe and state for the first time in American history. The American Rescue Plan included major investments to critical areas, including $25 billion to jumpstart universal broadband access—including Broadband Connections for 18 million students through the Emergency Connectivity Fund so that schools and libraries could close the homework gap.

The COVID-19 pandemic made digital access an educational necessity and highlighted California’s longstanding digital divide—defined as disparities in reliable access to internet and digital devices. In spring 2020, when schools shifted abruptly to distance learning, only 68% of households with school-age children had reliable access to digital devices.

A recent survey revealed that 81 percent of households with schoolchildren receiving a monthly broadband subsidy are worried about the prospect of losing this assistance and its potential effects on their children's education, according to the Universal Service Administrative Company. These metrics “demonstrate with incredible clarity just how important it is to stay connected in modern life and how dangerous it is to threaten disconnection,” said Federal Communications Commission Chairwoman Jessica Rosenworcel.

In this Order, we address six requests for waiver filed by Emergency Connectivity Fund (ECF) program applicants (collectively, the Petitioners). Specifically, we waive and extend the service delivery date and/or the invoice filing deadline for the Petitioners who applied for ECF support for equipment, non-recurring services, and recurring services during the first and second application filing windows, recognizing the emergency nature of the ECF program as well as the limited, one-time funding opportunity it presents. Earlier this year, the Wireline Competition Bureau provided ECF first and

With the aid of federal funds, the Central Vermont Supervisory Union is busy giving its school buses an upgrade: equipping them with Wi-Fi, so students can turn long, idle drives into time to do homework. Federal Communications Commission Chair Jessica Rosenworcel and Sen Peter Welch (D-VT) toured one soon-to-be-minted Wi-Fi school bus at the Williamstown (VT) Middle and High School on October 10.
