I'm interested in shifting the culture around our relationship with online consent because I recognize how pervasive dominant narratives are. In this work, a lot of folks have shifted to a mindset of powerlessness. I've learned that the more you encourage people that we still have a voice in the matter, the more folks tend to push back against systems that are unjust. And it's not a given that your data is going to be extracted and weaponized against you. We still have opportunities to mount a resistance against systems that are harmful. To me, that's the general public.

America’s Communications Association (ACA Connects), the Rural Broadband Association (NTCA), and the Wireless Internet Service Providers Association (WISPA) issued a joint statement to the Federal Communications Commission urging it to exclude smaller and rural broadband providers from its new digital discrimination rules, citing a lack of evidence they engage in discrimination where they build and calling into question the FCC’s legal authority to impose the rules. The organizations argued that the 

The Fiscal Year 2024 Commerce, Justice, Science, and Related Agencies (CJS) Appropriations Act provides a total of $68.537 billion in discretionary funding.  The bill provides $10.8 billion for the Department of Commerce.

All 50 States, DC, and Puerto Rico have submitted their Digital Equity Plans to NTIA for acceptance. This is a milestone moment in closing the digital divide. For the first time in our nation’s history, each state will have a plan to connect communities with the resources they need to achieve digital equity. That’s never been true before, and it’s an exciting indicator of how far we’ve come as a nation in acknowledging and addressing this challenge.

This Black History Month, NTIA celebrates the historic and present-day achievements of Black Americans who paved the way for innovation in telecommunications and tech sciences. We end the month with a spotlight on Dr. Jon Gant, Director of the Office of Minority Broadband Initiatives. 

When did you become interested in digital inclusion?

The vision of the Digital Equity Plan for Hawaiʻi will be the overarching guide that will steer the direction of all strategies, objectives, and actions in this plan. As remote work, online learning, telehealth services, and virtual interactions became essential, individuals and communities faced immense obstacles getting digitally connected. These challenges will continue without high quality Internet access, adequate tools, and the necessary digital literacy skills.

The COVID-19 pandemic made digital access an educational necessity and highlighted California’s longstanding digital divide—defined as disparities in reliable access to internet and digital devices. In spring 2020, when schools shifted abruptly to distance learning, only 68% of households with school-age children had reliable access to digital devices.

Federal Communications Commission Chairwoman Jessica Rosenworcel proposed that the FCC add a new alert option to deliver critical messages to the public over television and radio about missing and endangered persons. Adding a new “Missing and Endangered Persons” alert code to the nation’s Emergency Alert System would help law enforcement provide timely alerts to galvanize public attention to missing native and indigenous persons, as well as other groups, and build on efforts to collect comprehensive data on these cases.

Maine is the first state in the country to have its Digital Equity Plan approved by the National Telecommunications and Information Administration (NTIA). This is a major accomplishment in that this represents the first statewide Digital Equity Plan to ever be developed for our state (and the first tied to the Infrastructure Investment and Jobs Act—also known as Bipartisan Infrastructure Law). And, it is fitting that our Digital Equity Plan can now be put into motion ahead of any infrastructure deployed through the Broadband Equity, Access, and Deployment (BEAD) Program.
