Typical of the bureaucratic nature of the federal government, rural broadband investments remain with traditional infrastructure, such as fiber-optic, cable modem, and DSL. While these technologies are important and economically viable in dense urban areas, we must recognize that new technologies are now available that will bring down costs and actually achieve the goal of total connectivity across the US.

Governor Reynolds and the Department of Management’s Office of the Chief Information Officer (OCIO) announced a new broadband grant opportunity for internet service providers. $148,960,000 is available through Empower Rural Iowa Broadband Grant Program with funding from the Capital Projects Fund (CPF) administered by the US Department of Treasury.

Federal Communications Commission Chairwoman Jessica Rosenworcel circulated an order to her colleagues that would create the Enhanced Alternative Connect America Cost Model (A-CAM) program to require deployment of 100/20 Mbps or faster service to all locations served by the program.

The House Appropriations Committee met to consider the Fiscal Year 2024 subcommittee allocations. The measure was approved by the Committee with a vote of 33 to 27. The measure provides $260 million in ReConnect funding.

How the National Telecommunications and Information Administration (NTIA) will allocate the 10% of the BEAD funding ($4.25 billion) set aside for high-cost locations has to be an estimate because the NTIA hasn’t shared guidance on how it plans to do that calculation. On a closer reading of the Infrastructure Investment and Jobs Act (IIJA), I want to offer a possible — even likely — scenario where certain states get almost no funding in the high-cost allocation because their Unserved locations are dispersed and not concentrated.

This month, the Maine Connectivity Authority (MCA) released the state's draft Broadband Action Plan, which provides a roadmap for Maine's progress toward digital equity moving forward. The plan envisions a Maine where everyone, especially those traditionally underserved and facing more barriers to being connected, can take full advantage of the economic, educational, health, civic, social and other benefits that reliable, affordable, high-speed broadband can provide.

The National Telecommunications and Information Administration (NTIA) will announce the allotment of Broadband Equity, Access, and Deployment (BEAD) funds to the US states and territories in June 2023. And NTIA has indicated it wants areas that are unserved with broadband to receive the funds first. Jonathan Chambers, a partner with the fiber construction company Conexon, says that in terms of deploying fiber to unserved rural areas, deployments are going to be mostly aerial deployments as opposed to trenched deployments.

If provider associations are successful in their advocacy, the next Farm Bill will end the need for ReConnect broadband funding to be reappropriated every year. The ReConnect program covers some of the costs of deploying broadband to unserved areas. Farm bills are an every-five-year occurrence and the current bill is due to expire later in 2023. Fortunately, the farm bill typically has bipartisan support and usually passes both chambers, noted NTCA (The Rural Broadband Association) Director o
