The Committee is expected to consider a recommendation presented by one of its working groups. The CAC Robocall Report Working Group will present a recommendation on the gathering of data and/or sources of data relating to the availability and effectiveness of call blocking tools, as described in paragraphs 88 to 90 of the Commission’s Declaratory Ruling and Third Further Notice of Proposed Rulemaking in Advanced Methods to Target and Eliminate Unlawful Robocalls; Call Authentication Trust Anchor.
DAC members will discuss (i) a report on the activities of its working group on enhanced Electronic Newsroom Technique (ENT) and other technologies for captioning live television programming; (ii) a working group report and recommendation regarding the Internet Protocol Captioned Telephone Service User Registration Database; (iii) meeting schedules; and (iv) any other topics relevant to the DAC’s work.
This hearing will examine the skills and training needed among the telecommunications workforce to deploy 5G networks, as well as ongoing efforts within the public and private sectors to address the 5G labor shortage. Witnesses will also discuss regulatory barriers that may impede U.S. leadership in next generation communications technology and efforts to close the digital divide.

Rural broadband is currently having a moment in American political discourse. No less than 5 presidential candidates have released plans to connect the country’s rural places, and the FCC has recently announced a $20billion funding program for fixed broadband and a $9billion program for 5G deployment in rural America. Despite these initiatives and interests, however, rural America remains woefully disconnected from a digital world that the urban and wealthy take for granted.
