Bringing Connectivity to Rural Communities

The Federal Communications Commission adopted the Enhanced Alternative Connect America Cost Model (A-CAM) program as a voluntary path for supporting the widespread deployment of 100/20 Mbps broadband service throughout the rural areas served by carriers currently receiving A-CAM support and in areas served by legacy rate-of-return support recipients. In adopting this program, the FCC promotes the universal availability of voice and broadband networks, while also taking measures to minimize the burden on the nation’s ratepayers.

FCC Announces Lifeline Minimum Service Standards and Indexed Budget

The Federal Communication Commission updated minimum service standards for Lifeline-supported services. This standard will continue until December 1, 2024. Additionally, the FCC announced that the budget for federal universal service support for the Lifeline program for calendar year 2024 will be $2,778,691,284. 

Wavelength Defaults on Rural Digital Opportunity Fund Bids; LTD Broadband's Petition Dismissed by FCC

Empowering Broadband Consumers Through Transparency

On July 18, the Federal Communications Commission adopted an order amending Section 8.1(a)(1) of the FCC's rules to update the template for the recently adopted broadband consumer label. The revised label template reflects a new Affordable Connectivity Program (ACP) application landing page, now available here. This action does not modify or otherwise change any entity’s underlying responsibilities under the Broadband Label Order.

Empower Rural Iowa Broadband Grant Program Notice of Funding Availability #008

The Iowa Office of the Chief Information Officer issued Notice of Funding Availability (NOFA) #008 for the Empower Rural Broadband Grant Program making available up to $148,960,000 for broadband expansion in Iowa. The purpose of this NOFA is to solicit applications from Communications Service Providers for Broadband Infrastructure Projects that will have the greatest overall effect of reducing or eliminating Eligible Unserved or Underserved Locations in the State through the installation of Broadband Infrastructure.

National Cybersecurity Strategy Implementation Plan

President Biden's March 2023 National Cybersecurity Strategy lays out a vision for cyberspace. It outlines a path for achieving two significant shifts: the need for more capable actors in cyberspace to bear more of the responsibility for cybersecurity and the need to increase incentives to make investments in long term-resilience. The Implementation Plan is structured by pillar and strategic objective, to align with the National Cybersecurity Strategy, which has the following 5 pillars and strategic objectives:

BEAD Program Initial Proposal Guidance

The Initial Proposal is the “first draft” of an Eligible Entity’s Final Proposal for Broadband Equity, Access, and Deployment (BEAD) Program grant funding, and, among other things, should explain how States and Territories will ensure that every resident has access to a reliable, affordable, and high-speed broadband connection, drawing on all funding available to accomplish this goal, including but not limited to BEAD Program funds.

FCC Extends Pause of Lifeline Phase-Out and Mobile Data Increase

The Federal Communications Commission's Wireline Competition Bureau (Bureau) extended, for an additional year, the waiver pausing both the phase-out of Lifeline support for voice-only services and the increase in Lifeline minimum service standards for mobile broadband data capacity. Without this decision, support for services that meet only the voice minimum service standard, which currently stands at $5.25 per month, would be eliminated in most areas on December 1, 2023.

Tailoring the Application of the Uniform Guidance to the BEAD Program

The Office of Management and Budget (OMB) released the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) on December 26, 2013, which consolidated eight existing Federal circulars into a single guidance document. The Uniform Guidance streamlined and eased administrative burdens across the Federal Government in the administration of Federal financial assistance programs, thus increasing the efficiency and effectiveness of Federal awards, while also strengthening oversight over Federal funds to prevent waste, fraud, and abuse.

FCC Accepting Challenges to June 2023 Broadband Serviceable Location Fabric

The Federal Communications Commission's Broadband Data Task Force announced that entities can begin submitting bulk challenges to the latest, June 2023 version of the Broadband Serviceable Location Fabric. Bulk Fabric challenges submitted in advance of September 8, 2023, are most likely to be reviewed and adjudicated in time to be accounted for in the next iteration of the Fabric (December 2023).
