The following item is the agenda for the next open meeting scheduled for Friday, November 30, 2012:

  • Expanding Nationwide Low Power Radio Opportunities Fifth Order on Reconsideration and Sixth Report and Order: The Commission will consider a Fifth Order on Reconsideration and Sixth Report and Order, which address the final procedures to approve more than 6,000 pending FM translator radio applications and implementation of the Local Community Radio Act. The consideration of these items will represent the final steps toward enabling non-profit groups nationwide to apply for low power radio licenses to further expand the diversity of local voices in the media landscape.

Here's the agenda.

  1. Modernizing International Data Reporting Requirements Second Report and Order: The Commission will consider a Second Report and Order to streamline reporting requirements for international phone traffic, significantly reducing overall filing burdens while ensuring collection of the data need to protect consumers and competition in international markets.
  2. Establishment of the Public Safety Answering Points (PSAP) Do-Not-Call Registry Report and Order: The Commission will consider a Report and Order that protects Public Safety Answering Points (PSAPs) from autodialed calls, which can tie up emergency-service telephone lines, by adopting rules that create a do-not-call registry of PSAP telephone numbers, prohibit autodialed non-emergency calls to those numbers, and implement specific monetary penalties for autodialing or disclosing registered PSAP numbers. These rules are mandated by the Middle Class Tax Relief and Job Creation Act of 2012.
  3. Flexible Service Rules to Enable LTE Mobile Broadband in Wireless Communications Service (WCS) Spectrum and Satellite Digital Audio Radio Service (SDARS) Order: The Commission will consider an Order on reconsideration that will revise the WCS rules to facilitate use of 30 megahertz of spectrum for wireless broadband service while protecting SDARS against harmful interference.

  1. a Notice of Proposed Rulemaking to update, streamline, or eliminate earth and space station licensing requirements, reducing regulatory burdens on licensees and accelerating delivery of new satellite services to consumers.
  2. a Notice of Proposed Rulemaking to implement an incentive auction of broadcast television spectrum.
  3. a Notice of Proposed Rulemaking that initiates a review of its policies governing mobile spectrum holdings.

Here's the tentative agenda:

  1. Cable Television Technical and Operational Requirements: The Commission will consider a Notice of Proposed Rulemaking that seeks to modernize our cable television rules to facilitate the cable industry’s widespread transition from analog to digital transmission systems.
  2. Removing Barriers to Wireless Backhaul: The Commission will consider a Second Report and Order, Second Further Notice of Proposed Rulemaking Second Notice of Inquiry, Order on Reconsideration, and Memorandum Opinion and Order that seeks to remove regulatory barriers to make better use of Fixed Service (FS) spectrum and provide additional flexibility to enable FS licensees to reduce operational costs and facilitate the use of wireless backhaul in rural areas.

Here's the agenda:

  1. FCC Next-Generation Mapping Presentation: FCC mapping efforts are among the best in government. The Commission will hear a presentation on the latest advancements in mapping at the Commission, including the launch of fcc.gov/maps, and novel use of maps and the latest open source mapping technology to increase transparency across the agency and promote data-driven decision-making to benefit consumers, industry, and developers.
  2. White Spaces for Wireless Broadband Presentation: The Commission will hear a progress report by the Wireless Telecommunications Bureau and Office of Engineering & Technology on the development and use of white space technology to unleash more spectrum for wireless broadband.
  3. Measuring Broadband America Report 2012 Presentation: The Commission will hear a presentation on the Measuring Broadband America July 2012 Report, which extends the study into more regions and publishes more kinds of data. This latest study of broadband performance in the U.S. follows the Commission’s first-of-its-kind report last year to test and report transparent broadband speed and performance data in collaboration with Internet Service Providers.

Federal Communications Commission Chairman Julius Genachowski announced that the following items will be on the tentative agenda for the next open meeting scheduled for Wednesday, June 13, 2012:

  1. Equipment Authorization Rules Regarding Grantee Codes for Certified Radiofrequency Equipment Report and Order: The Commission will consider a Report and Order to modify the equipment authorization rules to increase the supply of codes assigned to parties applying for equipment certification.
  2. 4..9 GHz Band Report and Order and Further Notice of Proposed Rulemaking: The Commission will consider a Report and Order and Further Notice of Proposed Rulemaking to encourage improved spectrum efficiency and greater use of the 4940–4990 MHz (4.9 GHz) band.

Federal Communications Commission Chairman Julius Genachowski announced that the following items will be on the tentative agenda for the next open meeting scheduled for Thursday, May 24, 2012:

  1. Deployable Arial Communications Architecture (DACA) Notice of Inquiry: The FCC will consider a Notice of Inquiry examining the role of deployable aerial communications architecture (DACA) in facilitating emergency response by rapidly restoring communications capabilities in the immediate aftermath of a catastrophic event.
  2. Medical Body Area Networks (MBANs) Report and Order and Further Notice of Proposed Rulemaking: The FCC will consider a Report and Order and Further Notice of Proposed Rulemaking to establish service rules and an allocation for Medical Body Area Networks and seek comment on the selection of an MBAN coordinator.
  3. Removing Barriers to Broadband Deployment in the 800 MHz Band Report and Order: The FCC will consider a Report and Order that will provide EA-based 800 MHz licensees with the flexibility to better utilize spectrum to transition networks from legacy 2G technologies to advanced wireless technologies.

Billing for Unauthorized Charges (“Cramming”) Report and Order and Further Notice of Proposed Rulemaking: The Commission will consider a Report and Order and Further Notice of Proposed Rulemaking that protects consumers by adopting and proposing additional rules to help consumers prevent and detect the unlawful and fraudulent placement of unauthorized charges on their telephone bills.
  2. Enhanced Disclosure Requirements for Television Stations Report and Order: The Commission will consider a Report and Order that increases transparency and improves public access to community-relevant information by moving the television broadcast station public file from paper to the internet.
  3. Innovation in the Television Bands Report and Order: The Commission will consider a Report and Order establishing a regulatory framework for channel sharing among television licensees in connection with an incentive auction of spectrum.
  4. Universal Service Fund Contributions Notice of Proposed Rulemaking: The Commission will consider a Further Notice of Proposed Rulemaking seeking comment on proposals to reform and modernize how Universal Service Fund contributions are assessed and recovered.

The FCC will consider:

  1. Review of the Program Access Rules Notice of Proposed Rulemaking: a Notice of Proposed Rulemaking exploring whether to retain, sunset, or relax the exclusive contract prohibition of the program access rules and whether to revise the program access rules to better address alleged violations.
  2. Creation of a Low Power Radio Service Report and Order: a Report and Order to implement a market-specific FM translator processing scheme, adopt application caps to prevent trafficking, and modify policies to expand opportunities to rebroadcast AM stations on FM translators.
  3. Creation of a Low Power Radio Service Notice of Proposed Rulemaking and Report and Order: A Notice of Proposed Rulemaking regarding proposals to implement the Local Community Radio Act and to strengthen the LPFM service, including second adjacent channel waiver procedures, interference remediation requirements, and modification of eligibility, ownership, and selection standards.
  4. Promoting Interoperability in the 700 MHz Commercial Spectrum Notice of Proposed Rulemaking: A Notice of Proposed Rulemaking concerning the potential for harmful interference to Lower 700 MHz B and C Block operations if the Lower 700 MHz Band were interoperable and whether, if such interference exists, it can be reasonably mitigated. The NPRM also seeks comment on the best course of action should the Commission determine that interoperability would cause limited or no harmful interference to Lower 700 MHz B and C Block licensees, or that such interference can be reasonably mitigated.
  5. Advanced Wireless Service in the 2 GHz Band Notice of Proposed Rulemaking and Notice of Inquiry: A Notice of Proposed Rulemaking proposing service, technical, assignment, and licensing rules for flexible terrestrial use of spectrum currently assigned to the Mobile Satellite Service (MSS) in the 2 GHz band. The Commission will also consider a Notice of Inquiry regarding an alternative band plan involving additional spectrum at 1695-1710 MHz that the National Telecommunications and Information Administration (NTIA) has proposed to reallocate from Federal to commercial use.

Federal Communications Commission Chairman Julius Genachowski announced that the following items will be on the tentative agenda for the next open meeting scheduled for Tuesday, February 15, 2012.

The FCC will consider:

  1. Robocalls Report and Order: a Report and Order that protects consumers from unwanted autodialed or prerecorded calls (“robocalls”) by adopting rules that ensure consumers have given prior express consent before receiving robocalls, can easily opt out of further robocalls, and will experience “abandoned” telemarketing calls only in strictly limited instances.
  2. Streamlining Cellular Service Licensing Notice of Proposed Rulemaking and Order: a Notice of Proposed Rulemaking and Order proposing a staged approach to revising the licensing model for the Cellular Service from a site-based to a geographically-based approach. The proposal will offer greater flexibility and reduce regulatory requirements, while enabling greater rural deployment. The item also includes several other proposals to streamline the Cellular Service rules, including interim restrictions and procedures for cellular service applications.
  3. Extending Outage Reporting Obligations to Interconnected VoIP Services Report and Order: a Report and Order to extend outage reporting under Part IV of the rules to interconnected Voice over Internet Protocol (VoIP) service providers. Extended reporting will enable the Commission to fulfill statutory E9-1-1 obligations and help protect the growing number of Americans who rely on VOIP phone service.
