This paper aims to: 1) outline why the Federal Communications Commission is the appropriate authority to resolve commercial spectrum disputes; 2) outline how the interagency process works and the role the National Telecommunications and Information Administration plays in resolving issues with government spectrum incumbents; and 3) demonstrate the importance of coordination by reviewing a few recent examples of government agencies circumventing this interagency process and the problems that has created.

The percentage of broadband users consuming more than a terabyte of data per month continues to climb, helping push average monthly consumption beyond half a terabyte for the first time in Q4 2021. The average monthly usage in Q4 hit 536.3 GB in the period, up 11.1 percent from 482.6 GB in Q4 2020. The percentage of users consuming more than 1 TB each month rose to 16% from 14 percent the year prior, while the percentage of those using more than 2 TB per month increased from 2.2 to 2.65 percent.

Public-Safety Broadband Network: Congressional Action is Required to Ensure Network Continuity
The First Responder Network Authority (FirstNet) is responsible for establishing a nationwide public-safety broadband network. In this report, the Government Accountability Office (GAO) identified four key statutory requirements and contract responsibilities currently performed by FirstNet that Congress should address before FirstNet would sunset in 2027. For example, FirstNet oversees the network contract awarded to AT&T in 2017. The current statute does not identify another federal entity to assume oversight when FirstNet sunsets.
