Maine's Message to Secretary Lutnick on BEAD

The Maine Connectivity Authority believes there are several ways to both accelerate and improve the BEAD program, reducing barriers and maximizing the Return On Investment (ROI):
- States and Territories are key to success. Every market is different, and we have done the work to engage with industry partners and communities alike. After two years of rigorous planning, mapping, engagement and compliance management - as required - we are at the starting gate and ready to go. Maine’s subgrantee selection process closed on March 7, with 54 applications to address 80% of unserved locations, with an average cost of $7,000/location and an average match of 43%. Our approach will ensure a cost-effective strategy to ensure fulfillment of our unique connectivity needs.
- Invest in the right technology for the right place. Maine is a national leader in developing a suite of programs and partners integrating alternative technologies to complement a community-driven fiber approach. In 2024, we launched a first in the nation program with Starlink to provide an option for the hardest to reach locations across our state. By fostering an environment where all types of technologies and solutions are on the table, we can expand a competitive and productive market.
- Enable a comprehensive connectivity strategy. Infrastructure funding to enable expanded cellular and wireless connectivity, community anchor institutions, and multi-dwelling unit housing have far-reaching benefits. By helping everyone get online and adopt digital resources (especially in older and rural markets), we can reduce risk for private investment and ensure a sustainable ROI by growing the market of future consumers who feel safe and familiar with life in a digital economy.
- Reduce barriers to deployment and administrative burden. By streamlining existing program requirements such as permitting, the letter of credit, and the federal taxation of grants, we have an opportunity to speed deployment of the funds and attract additional program participants. Creating increased competition for BEAD applications and funding is key to reducing the overall cost of the deployment. Simplifying the requirements of the Final Proposal will also reduce the time and energy spent at a state level and expedite project deployment.
