While Schools Are Closed, Illinois District Uses Buses As Wi-Fi Hotspots

Elementary and secondary school districts across Illinois are moving toward online or e-learning while students remain at home in an effort to contain the coronavirus. One district in southern Illinois has taken a unique approach to ensure every student has access to the internet. Belleville Township High School District 201, located outside St. Louis, is deploying four school buses equipped with WiFi to serve as Wi-Fi hotspots throughout the community.

FCC Acts to Support Telehealth and Remote Learning During Coronavirus

The Federal Communications Commission announced important changes to the Rural Health Care (RHC) and E-Rate programs that will make it easier for broadband providers to support telehealth and remote learning efforts during the coronavirus pandemic. Specifically, the FCC’s Wireline Competition Bureau has waived the gift rules until Sept 30, 2020 to enable service providers to offer, and RHC and E-Rate program participants to solicit and accept, improved connections or additional equipment for telemedicine or remote learning during the coronavirus outbreak.

Outbreak Loosens E-Book Rules for Libraries

Book publisher Macmillan rescinded its policy that restricted libraries from buying e-books for the first two months after release. The change will take effect March 20. “There are times in life when differences should be put aside,” Macmillan CEO John Sargent said in a letter to authors and libraries.

Coronavirus School Closings Expose Digital Divide

The mounting school closures amid the coronavirus outbreak in the US are exposing major equity gaps in access to technology and the internet, and the Federal Communications Commission needs to step in, according to FCC commissioners. "Now is absolutely the time to talk about the coronavirus disruption and how technology can help," FCC Commissioner Jessica Rosenworcel told a Senate hearing.

States across the country are increasingly taking action to close gaps in broadband access. A new report from the Broadband Research Initiative at Pew Charitable Trusts explores nine states exemplifying “promising practices” in their broadband programs. Community anchor institutions (CAIs) are essential partners in closing the digital divide, on both a state and local level.



Community Anchor Institutions as Launching Pads for High-Performance Broadband Deployment

In the 2020s, public policy should recognize that bits are books, bits are blackboards, and bits are basic tools of medical practice. In other words, broadband networks that run to schools or libraries or health-care facilities are not built to carry only scholastic or literary or medical information.

Lack of Broadband Leaves Students Behind

Michigan State University's Quello Center reported this week that middle and high school students with high-speed Internet access at home have more digital skills, higher grades, and perform better on standardized tests, such as the SAT. Regardless of socioeconomic status, students who cannot access the Internet from home or are dependent on a cell phone for Internet access do worse in school and are less likely to attend college or university. The deficit in digital skills contributes to lower student interest in careers related to science, technology, engineering, and math.

From Places to People—Connecting Individuals to Community Anchor Institutions

Policymakers should help enable community anchor institutions to connect to their users wherever they are. Policymakers should recognize that the mission of community anchor institutions is to improve lives. Broadband is a key element in fulfilling that mission. Baltimore’s public school system has created a classroom in a community center to offer training in internet access. Librarians note that the provision of skills training is a natural fit with the historic missions of their institutions—offering a trusted space in which people of all ages can learn in the ways that best suit them.
