Today’s announcement is a sad indication of the impact of the coronavirus pandemic on the country’s economy and on the livelihood of so many people that find themselves newly out of work. As the coronavirus places new strains on our economy and households across the country, we need to make sure that no one is left behind when it comes to communications. Now is the time to see how we can modernize our Lifeline program and extend its reach to so many in need. This includes the millions of recently unemployed, seniors, and others at risk at this difficult time.
Senators Call on FCC to Evaluate How Net Neutrality Repeal Negatively Impacts Public Safety, Universal Access, and Broadband Competition
Twenty-eight senators wrote a letter to the Federal Communications Commission demanding that it consider how repealing net neutrality could negatively impact public safety, universal access, and broadband competition. In October 2019, the US Court of Appeals for the D.C. Circuit upheld the Trump FCC’s repeal of the Open Internet Order as lawful but also ruled that the FCC failed to adequately consider public safety, the Lifeline program for low-income consumers, and competitive broadband providers’ access to poles needed to deploy their networks.

The historic $2 trillion “economic rescue” bill includes key funding, which New America explains here, for a number of education initiatives ranging from early childhood to post-secondary. What it doesn’t include, noticeably, is a robust response for helping households gain better online access.
FCC Gets Together, Apart, in Age of COVID-19
The Federal Communications Commission held its mandatory monthly meeting via a brief, video-less, teleconference call March 31, with commissioners dialing in from home and the public able to access it over a never-more-important broadband connection. The commissioners had already voted to approve all the meeting agenda items, and their time — the meeting lasted less than 20 minutes — was spent mostly talking about the pandemic and how they and the industry were dealing with it.

As the Covid-19 outbreak pushes almost all daily functions online, libraries, schools, and Internet service providers (ISPs) are finding themselves on the front lines of responding to their communities’ connectivity needs — especially those of students. Nationwide, these broadband first responders are working rapidly to open and deploy public Wi-Fi hotspots that families can access from the safety of their parked cars.

Living indoors to slow the spread of the novel coronavirus, millions of Americans are turning to the Internet to meet their most pressing needs. This massive shift online poses troubling barriers to the least digitally connected Americans. The disconnectedness may force individuals to make devastating decisions and undermine the fight against the coronavirus.
Broadband is now our lifeline, but 20 million still lack access
The past month has taught us that the internet is the one indispensable tool Americans have amidst this crisis. but at least 20 million American households are currently without home access to broadband internet, primarily because they can’t afford it. These are the families on the wrong side of the digital divide, the most vulnerable people in our society. Disproportionately they are older, poorer, and sicker than the “average” American. Congress should devise a long-term solution to our continuing digital divide, once and for all.
