Louisiana’s approved Volume 2 illustrates where the key areas of flexibility that has been granted to states in deploying BEAD intersects with the guardrails Congress and the National Telecommunications and Information Administration (NTIA) have set. We'll take a closer look at three key points of the Louisiana plan:

The Healey-Driscoll Administration and the Massachusetts Broadband Institute (MBI) at MassTech announced $20 million in new grants through the state’s Digital Equity Partnerships Program, which supports high-impact and scalable initiatives that reach residents most affected by the digital divide.

An extraordinary, first-ever, nationwide effort in digital equity and opportunity is currently underway. Thanks to funding provided under the Infrastructure Investment and Jobs Act (IIJA), all 50 states and six territories are in the final stages of developing first-of-their-kind statewide digital equity and digital opportunity plans (Plans). Only a year ago, not a single state or territory had developed a comprehensive statewide Plan of this scale focused on the full spectrum of internet adoption issues.

Governor Kathy Hochul (D-NY) announced that applications are now open for the $100 million Affordable Housing Connectivity Program, a partnership led by Empire State Development’s ConnectALL Office in consultation with New York State Homes and Community Renewal to design and install broadband infrastructure at 100,000 affordable housing units across New York State.

Dozens of states appear to be set to cap how much broadband providers can charge low-income households.

Under the Broadband Equity, Access, and Deployment (BEAD) Program, providers are required to offer a low-cost option to subscribers who are eligible for the Affordable Connectivity Program (ACP). However, the exact definition of what will qualify as “low-cost” is up to state and territory broadband offices to decide.

Elected officials at the local and federal level are urging Congress to extend funding for the Affordable Connectivity Program (ACP), which offers discounted broadband service to low-income households, providing access to healthcare, education and employment. Lake County (IL) Board Member Jennifer Clark, who is also chair of the county’s special committee on broadband, said the program is “absolutely vital” to bridging the digital divide. Clark said that because Congress has not yet extended the funding, Lake County has seen a stagnation in people signing up for the benefits. “A lot of peop
