Spectrum Management: NTIA Should Improve Spectrum Reallocation Planning and Assess Its Workforce

The government is working to transfer some federally-used spectrum to the private sector to help build mobile broadband networks, including 5G. The National Telecommunications and Information Agency (NTIA) facilitates these transfers, which can be complex and take years. The Government Accountability Office (GAO) found that NTIA lacks a formal process for planning these transfers. We recommended that it develop one to help address challenges and risks before they arise.

Dish, other 12 GHz backers see 5G prospects rise in C-band’s wake

Sen Wicker Urges FCC and NTIA to Strengthen Coordination on Spectrum Policy

Sen Roger Wicker (R-MS) sent a letter urging the Federal Communications Commission (FCC) and National Telecommunications and Information Administration (NTIA) to work cooperatively to resolve spectrum policy issues and update the Memorandum of Understanding (MOU) on spectrum coordination, which has not been updated since 2003. "With your recent confirmations by the Senate, it is now time to take steps toward improving the cooperation and collaboration between your agencies that is essential to spectrum management and the future of US spectrum policy," says Thune.

FCC prevails in 6 GHz court challenge led by AT&T

The US Court of Appeals for the District of Columbia Circuit ruled in favor of the Federal Communications Commission in its decision to designate a large swath of the 6 GHz band to unlicensed users, including Wi-Fi. AT&T had challenged the FCC’s decision, saying it posed potential interference with existing fixed microwave users. “Petitioners have failed to provide a basis for questioning the Commission’s conclusion that the Order will protect against a significant risk of harmful interference,” the court wrote in its December 28 decision.

Revved-Up FCC 3.45-GHz Spectrum Auction Gets In Gear

With little movement in the top markets and increases of only tens of millions of dollars per round in the rest of the country, the Federal Communications Commission is looking to get bidders in the 3.45-GHz midband spectrum auction off the sidelines and move toward the finish line. By round 85, the auction had raised $21,426,504,290 in gross bids. That is about 50 percent higher than the reserve price the FCC set of $14.775 billion to make sure the auction covers the price of relocating federal users of the 100 MHz of the band the Department of Defense agreed to share.

Industry Group Looks to Prompt More Midband Spectrum Sharing from Department of Defense

The National Spectrum Consortium, made up of hundreds of companies with a vested interest in freeing up more wireless spectrum, has launched an effort to work with the government to do just that. The consortium has launched the “Partnering to Advance Trusted and Holistic Spectrum Solutions (PATHSS) Task Group,” whose goal is to collaborate with the Department of Defense to find more midband to share.

Federated launching ‘Airbnb’ for CBRS spectrum exchange

Federated Wireless, one of the pioneers in Citizens Broadband Radio Service (CBRS) announced availability of its Spectrum Exchange, which allows CBRS license holders to lease their spectrum, when not in use, to third parties. The exchange is an automated portal that will provide nearly instant access to spectrum without interacting directly with the Federal Communications Commission. The system still awaits final FCC approval, but the company says it’s close to obtaining that.

5G Spectrum Is 4.5x More Valuable To Economy Than ‘Free’ Wi-Fi

Despite the pandemic, the Federal Communications Commission advanced major spectrum policy and auctions in 2020. Yet despite continued successes of commercial spectrum auctions in which market actors pay for the right to use the public’s resources, policymakers persist in giving away valuable resources to Big Tech. 5G licensed mid-band spectrum is projected to deliver $191.8 billion to the US economy over 7 years. Wi-Fi revenues over unlicensed spectrum over 6 years are projected to bring $153.76 billion. When adjusted on an annual per MHz basis, 5G spectrum is $0.59 and Wi-Fi, $0.13.

Fight to open up 12 GHz band heats up

The push to allow the 12 GHz band of spectrum to be used for 5G is taking on new significance, as broader infrastructure spending talks continue and SpaceX’s Starlink satellite broadband service prepares for a nationwide rollout. The 5G for 12 GHz Coalition, which represents more than 30 telecom companies, trade groups and public interest groups that want to open up the 12 GHz satellite airwaves for two-way 5G connections, told the FCC that it should move forward with a rulemaking to expand access to the band.
