Public Comments to the Federal Communications Commission About Net Neutrality Contain Many Inaccuracies and Duplicates
Network neutrality regulations underpin the digital lives of many Americans, yet it is challenging to survey the public on such an inherently complex and technical subject. For this reason, Pew Research Center set out to analyze the opinions of those who had taken the time to submit their thoughts to the Federal Communications Commission. Among the most notable findings:
More Americans are turning to multiple social media sites for news
Americans are more likely than ever to get news from multiple social media sites, according to a recent Pew Research Center report. About a quarter of all US adults (26%) get news from two or more social media sites, up from 15% in 2013 and 18% in 2016. But there is considerable variation in the extent to which each site’s news users get news from other sites, and which sites those are. Facebook claims the largest share of social media news consumers, and its news users are much more likely to rely solely on that site for news. Just under half (45%) of U.S. adults use Facebook for news.
Digital gap between rural and nonrural America persists
Rural Americans have made large gains in adopting digital technology in recent years, but they remain less likely than nonrural adults to have home broadband, smartphones and other devices. Nearly two-thirds (63%) of rural Americans say they have a broadband internet connection at home, up from about a third (35%) in 2007, according to a Pew Research Center survey conducted in fall 2016. Rural Americans are now 10 percentage points less likely than Americans overall to have home broadband; in 2007, there was a 16-point gap between rural Americans (35%) and all U.S. adults (51%) on this question.
Rural residents also go online less frequently than their urban and suburban counterparts. Roughly six-in-ten adults (58%) who live in rural communities say they use the internet on at least a daily basis, compared with more than three-quarters of those in urban (80%) or suburban (76%) areas. Meanwhile, roughly one-in-five rural adults (19%) say they never go online, compared with 11% of those who live in urban communities and 10% of those who live in the suburbs.
Buying spree brings more local TV stations to fewer big companies
The local television landscape in the US has undergone major changes in recent years, as a wave of consolidations and station purchases have made some broadcast media owners considerably larger. In 2004, the five largest companies in local TV – Sinclair, Nexstar, Gray, Tegna and Tribune – owned, operated or serviced 179 full-power stations. That number grew to 378 in 2014 and to 443 in 2016. If approved by regulators, Sinclair’s acquisition of Tribune would bring its total to 208, by far the largest among the media companies. As of 2016, these five companies owned an estimated 37% of all full-power local TV stations in the country, as identified in a Pew Research Center analysis of BIA Kelsey data.
Americans’ Attitudes About the News Media Deeply Divided Along Partisan Lines
Democrats and Republicans, who already tend to place their trust in different news sources and rely on different outlets for political news, now disagree more than ever on a fundamental issue of the news media’s role in society: whether news organizations’ criticism of political leaders primarily keeps them from doing things they shouldn’t – or keeps them from doing their job.
Today, in the early days of the Trump administration, roughly nine-in-ten Democrats (89%) say news media criticism keeps leaders in line (sometimes called the news media’s “watchdog role”), while only about four-in-ten Republicans (42%) say the same. That is a 47-percentage-point gap, which stands in sharp contrast to January-February 2016, when Americans were asked the same question. Then, in the midst of the presidential primary season, nearly the same share of Democrats (74%) and Republicans (77%) supported the watchdog role. This partisan split is found in other attitudes about the news media, though none in so dramatic a fashion as with the watchdog role. Compared with 2016, Democrats and Republicans are more divided on whether the press favors one side in its political coverage, on how much trust they have in national news media, and on how good a job national news organizations are doing in keeping them informed.
Public Trust in Government Remains Near Historic Lows as Partisan Attitudes Shift
For the first time since George W. Bush’s presidency, Republicans (28%) are more likely than Democrats (15%) to say they can trust the government in Washington to do the right thing just about always or most of the time. The share of Democrats expressing trust in government is among the lowest levels for members of the party dating back nearly six decades. The national survey by Pew Research Center, conducted April 5-11 among 1,501 adults, finds that the overall level of trust in government remains near historic lows; just 20% say they trust the government to do what’s right always or most of the time. Far more say they trust the government only some of the time (68%); 11% volunteer that they never trust the government to do what’s right.
Searching for News: The Flint water crisis
During the long saga of the water crisis in Flint, Michigan – an ongoing, multilayered disaster that exposed about 100,000 residents to harmful contaminants and lead and left them even as of early 2017 advised to drink filtered or bottled water – local and regional audiences used online search engines as a way to both follow the news and understand its impact on public and personal health. A new Pew Research Center study, based on anonymized Google search data from Jan. 5, 2014, through July 2, 2016, delves into the kinds of searches that were most prevalent as a proxy for public interest, concerns and intentions.
The study also tracks the way search activity ebbed and flowed alongside real world events and their associated news coverage. The study begins in 2014, when officials switched the source of municipal drinking water from the Detroit city water system to the Flint River. The study period covers ensuing events that included bacteria-related “boil water” advisories, studies showing elevated lead levels in children’s blood and tap water samples, government-issued lead warnings, bottled-water distribution, declarations of emergency, the filing of criminal charges, a Democratic presidential candidate debate in Flint and a visit to the city by President Barack Obama.
Smartphones are common in advanced economies, but digital divides remain
When Pew Research Center surveyed 14 advanced economies in the spring of 2016, one thing was clear: In each of the countries surveyed, nearly all people reported owning a mobile phone. But the shares who own a smartphone vary considerably.
Among the countries surveyed, people in Sweden, the Netherlands, Spain and Australia reported the highest smartphone ownership rates, at roughly eight-in-ten in each country. Nearly as many Americans (77%) said they owned a smartphone, a number that more than doubled since 2011. Rates of smartphone ownership were considerably lower in some of the other countries surveyed. About half in Poland (52%) owned a smartphone, though that figure is up significantly since the question was first asked in 2013, when only 21% reported owning a smartphone. And while pluralities in 13 of the 14 countries surveyed reported owning a smartphone, regular mobile devices are still fairly common in Greece (43%), Hungary (41%), and Poland and Japan (both 37%).
Seeking better data on Hispanics, Census Bureau may change how it asks about race
Federal officials are considering major changes in how they ask Americans about their race and ethnicity, with the goal of producing more accurate and reliable data in the 2020 census and beyond. Recently released Census Bureau research underscores an important reason why: Many Hispanics, who are the nation’s largest minority group, do not identify with the current racial categories. Census officials say this is a problem because in order to obtain good data, they need to make sure people can match themselves to the choices they are offered. Census data on race and Hispanic origin are used to redraw congressional district boundaries and enforce voting and other civil rights laws, as well as in a wide variety of research, including Pew Research Center studies.
Not everyone in advanced economies is using social media
Despite the seeming ubiquity of social media platforms like Facebook and Twitter, many in Europe, the US, Canada, Australia and Japan do not report regularly visiting social media sites. But majorities in all of the 14 countries surveyed say they at least use the internet.
Social media use is relatively common among people in Sweden, the Netherlands, Australia and the US. Around seven-in-ten report using social networking sites like Facebook and Twitter, but that still leaves a significant minority of the population in those countries (around 30%) who are non-users. At the other end of the spectrum, in France, only 48% say they use social networking sites. That figure is even lower in Greece (46%), Japan (43%) and Germany (37%). In Germany, this means that more than half of internet users say they do not use social media. The differences in reported social media use across the 14 countries are due in part to whether people use the internet, since low rates of internet access limit the potential social media audience. While fewer than one-in-ten Dutch (5%), Swedes (7%) and Australians (7%) don’t access the internet or own a smartphone, that figure is 40% in Greece, 33% in Hungary and 29% in Italy
